Threat of a new dissolution, skepticism of the Macronists… Why the seats in the Assembly were scarce for motions of censure

The deputies were in no hurry this Thursday to attend the examination of the motions of censure to overthrow Sébastien Lecornu. On the presidential side, now is not the time to get excited about supporting the Prime Minister. Others prefer to plow the land while waiting for hypothetical legislative developments.

An epilogue or at least a break in the political crisis that did not excite the majority of the deputies. The hemicycle was far from full this Thursday morning for the vote on the motions of censure of the LFI and RN against the government of Sébastien Lecornu. Ultimately they were not adopted, with only 18 votes for the one supported by the rebels.

A far cry from the month of September and the vote of confidence in François Bayrou, who had the plenary session when he ended up overthrowing the then Prime Minister.

“I don’t see the point in slapping.”

First reason given to explain this lack of mobilization: the terms of the motion of censure. It is not possible to vote against a motion of censure. Either the deputies support it and therefore vote “for” or they oppose it and are not called to express their opinion.

In particular, MPs who did not want to overthrow the Prime Minister had little interest in attending the session. Among them, we find in particular the socialists who have renounced censure since the announcement of the suspension of the pension reform, the vast majority of LR elected officials and a good number of Macronist deputies.

“We know that it is not going to fall today. I really don’t see the point of going to the Assembly to cheer and listen to speeches from the podium without much interest,” assumes a Macronist deputy.

“A fairly empty central block”

The absence of numerous Renaissance parliamentarians, although from Sébastien Lecornu’s camp, has a symbolic value. An entire sector of Macronists in the Chamber has difficulty digesting the suspension of the pension reform announced by the Prime Minister this Tuesday during his general policy statement.

Several Macronist elected officials have already expressed their reluctance in this regard, such as Maud Bregeon, who has returned to be spokesperson for the Government, deputy Éric Woerth or even his colleague Charles Rodwell.

On the right, which still has LR ministers in the government despite Bruno Retailleau’s requests not to participate, we are no longer willing to suspend the starting age and freeze the increase in the number of required trimesters. To the point that only one right-wing deputy was present during the speech of some group leaders from the podium. Pierre Cordier, who voted in favor of the motion of censure presented by Marine Le Pen’s troops, was the only one who heard the speech of Éric Ciotti, president of the elected Union of Rights.

“We have an empty central block, but at the same time quite symbolic,” observes deputy Alexis Corbière.

The common basis in minimum service

Enough to predict budget debates very similar to those of last year. Due to the lack of mobilization between the Renaissance and LR deputies, the left managed to approve very symbolic amendments such as the tax on super dividends for companies with XXL profits or the perpetuation of the tax on very high incomes.

“Last year was different. Everyone knew that it would end at 49.3 and that the government would recover what it wanted. There we will not have this option. We will have to get our shirts wet,” worries a deputy from the central bloc.

“It would have been good to show a little that we were there this Thursday. It is also important to show that we support Sébastien Lecornu, who won a battle against the PS but not the war,” insists this elected.

Head turned towards a hypothetical dissolution

The support of the central bloc will count even more in the coming weeks, since the socialists have not taken the podium. “If in the end” the voted budget “does not suit” the socialists, we will retain “our total freedom to censor and not vote on the budget,” explained the socialist spokesperson on the platform this Thursday, Laurent Baumel.

“When we hear this, it is understood that we all have our minds elsewhere,” an LR deputy concisely summarizes.

Translation: Absent deputies assume even greater responsibility when everyone thinks about new legislative elections. Emmanuel Macron did not appear at the first Council of Ministers on Tuesday. The head of state thus considered that the motions of censure were “motions for dissolution.”

In the event of Sébastien Lecornu’s fall, the president would not appoint a new Prime Minister, but would press the dissolution button again. The message clearly pushes deputies to plow the field instead of being in the National Assembly.

Will the atmosphere this Thursday set the tone for the coming weeks? On Monday we will find out when the finance commission will examine the draft state budget. Will the common base or what remains of it be present in numbers or will the left mobilize excessively? The temperature should rise another point at the end of next week, when the chamber begins to debate it.
