MEPs have maintained an article in the bill on renewable energy that provides that the authorization to operate a wind turbine takes into account in particular “visual saturation” and the need to “diversify” energies, despite fears of “nest of litigation” of the presidential field.
Added in commission at the initiative of environmentalist Delphine Batho, the article provides that the authorization to operate a wind turbine in a territory takes into account “the electricity production power”, the “number of installations (…) already existing in of the affected territory”, of “the need to locally diversify renewable energy sources” and “prevent the effects of visual saturation”.
While acknowledging a “problem” in some territories, Renaissance bill rapporteur Pierre Cazeneuve on Tuesday proposed an amendment to remove the article, arguing he was “partially satisfied with the existing law.”
Above all, he argued that he was going to “the opposite of the bill” to accelerate renewable energy, in first reading in the Assembly after its approval in the Senate.
“You are introducing new criteria, the energy mix, saturation, which are not very defined in the law, you leave the door open to infinite litigation”, defended the rapporteur, supported by the Minister for Energy Transition, Agnès Pannier-Runacher , who fears “a lever to create litigation”.
“Diversify renewable energy and get out of all the wind”
The Renaissance deputy and former Minister of Ecological Transition for Jean Castex, Barbara Pompili, warned against “a nest of litigation” that will use “all anti-wind turbines”.
Delphine Batho, former Minister of Ecology for Jean-Marc Ayrault, defended, on the contrary, a necessary measure to recognize the “efforts” of the territories, “to diversify renewable energies and to get out of all wind energy”, judging that the project of the The initial law did not give “anything” sufficient guarantees to respond to this problem of visual saturation.
The deputies of the Nupes left-wing alliance, the Republicans, the RN, but also a handful of deputies from the majority voted against the amendment to suppress the Renacimiento rapporteurship, obtaining in fact the maintenance of the measure in the text.
During the same session, the presidential camp, on the other hand, rejected attempts by deputies to reinstate a Senate amendment, removed in committee in the Assembly, that required the assent of the Architect of Buildings of France for any wind project located less than 10 kilometers from a historical monument.
