He had been mentioned for two months by the government on the sidelines of the presentation of the energy sobriety plan. We already know the details of the main measures of the plan dedicated to carpooling. While cars are responsible for 17% of greenhouse gas emissions in France, Matignon has set a course: to go from 900,000 car-sharing trips per day to 3 million by 2027. “The decline in individual car use It is part of the objective of decarbonizing cars by 2050 with the aim of thermal cars from 2035 ”, recalls the Prime Minister’s office.
Aim for short-distance carpooling
This carpooling plan, which continues the first plan presented in November 2019 by Elisabeth Borne, then Minister for the Ecological and Solidarity Transition, is broken down into 14 measures aimed at making carpooling accessible, simple and attractive. These are shared trips over distances of less than 80 kilometres.
Two flagship measures for incentive communities
Beyond the users themselves, the carpooling plan is especially aimed at local authorities, some of which have already implemented incentive plans within their conurbation in the form of “1 euro per trip” or “10 cents per kilometer”. The State will thus mobilize 50 million euros in favor of these communities on the basis of “one euro for the State, one euro for the community” within the framework of these mechanisms.
The carpooling plan also aims to provide the land with infrastructure, areas with carpooling lanes and reserved lanes. A second endowment of 50 million euros, this time of the 2,000 million euros provided for by the green fund, will be allocated to the development of these infrastructures, either for their construction or for preliminary studies. “The envelopes of funds are territorialized and in the hands of the prefects,” recalls the Ministry of Ecological Transition and Territorial Cohesion.
Bonus of 100 euros for drivers
The contours of this bond had been sketched in October, but have now been confirmed. As of January 1, every driver who registers on a daily carpooling platform will be paid the amount of 100 euros: 25 euros from the first trip and then 75 euros when they have made 9 additional trips in the three months following the first, which corresponds to a round trip of a full week between home and work. The form of this amount of 100 euros will be at the discretion of the carpooling platform and may, for example, consist of a purchase card.
Combinable with fuel allowance as long as the eligibility conditions are met, this system will be financed through energy saving certificates. The principle behind ESCs is that they are purchased by energy providers as compensation for the pollution they emit. Then they pay more “virtuous” companies, like the ones that tend to carpool.
Lastly, the other 11 measures in the plan are especially aimed at employers to encourage them to implement the sustainable mobility package or to reward exemplary companies in this field by means of a label. The challenge is, for example, to give digital tools to these players so that they can follow the carpooling tests, which will make it easier to pay for the sustainable mobility package.
