Almost two-thirds of civil servants are 45 years or older

Nearly two-thirds (64.5%) of the 741,127 public administration (AP) employees were 45 or older in June, according to the Statistical Bulletin of the Public Employment Service (BOEP) for the first half of the year.

According to the document of the General Directorate of Administration and Public Employment (DGAEP), between December 2011 and June 2022, there was a decrease in the number of employees in all age groups below 45 years.

“In this period, the average age of public administration employees increased by 4.4 years (from 43.6 years in 2011 to 48 years in 2022),” says the BOEP.

The estimated median age increased in all careers, with the exception of medical and scientific research careers.

The increase in the number of employees at a later age mainly occurred among women aged between 55 and 64.

According to the same document, the professions of registry and notary and tax and customs administration had the highest average age in June (56.5 and 54.9 years respectively).

Careers in the armed forces (34.5 years), firefighter (40.2 years), and medical service (41.6 years) recorded the lowest mean ages.

Also according to the bulletin, in June, more than half of civil servants had a higher education degree, while 26.5% had secondary education and 18.3% had primary education.

The data also shows that 12.1% of employees had a higher level of education than a degree: 8.9% with a master’s degree and 3.2% with a doctorate.

“Elementary education and doctoral studies were the only education levels with more male employees than female employees,” notes the document, which highlights “the high percentage of women among employees with bachelor’s or university degrees (more than 70%).”

Between December 2011 and June 2022, the number of jobs occupied by employees with disabilities (permanent disability equal to or greater than 60%) increased by 79%, from 11,918 to 21,329, a growth verified “in all sub-sectors, which is the central administration”.

The BOEP also reports that in June, of the 30,572 employees in public companies and entities owned by the central government, 35.1% were between the ages of 45 and 54.

Of the 20,961 employees in local government-owned public enterprises, 30.8% were between the ages of 45 and 54, followed by the age group between 35 and 44, which accounted for 26.9% of employees.

The share of employees in public companies and other public entities owned by the central government with a higher education degree was 50.9%, this indicator is higher in financial companies (81.5%) than in non-financial companies as a whole. .

In companies and other entities owned by the Madeira Regional Administration and the local government, primary education was the predominant level of education, corresponding to 63.9% and 48.5% of employees respectively.
