Pension reform: Elisabeth Borne specifies the calendar before the entry into force

The President of the Government, who is receiving the social partners this Tuesday and Wednesday, has confirmed that the Government’s objective is for the pension reform to enter into force at the end of the summer.

Elisabeth Borne kicks off the pension reform on January 3. The Prime Minister receives the social partners on Tuesday and Wednesday. Although the unions reject the Executive’s project, these exchanges “will make it possible to continue the dialogue that began on October 5 in the framework of the three consultation cycles and finalize the reform project,” according to the services of the head of government. .

A guest of France Info, this Tuesday morning, Elisabeth Borne clarified the rest of the pension reform schedule. “The President of the Republic said it again during his votes: we want the reform to come into effect at the end of this summer,” she recalled. “Our goal is a presentation of the reform on January 10, so next week,” added the prime minister.

Debate in the Assembly at the beginning of February

The head of government confirmed that the presentation of the reform to the Council of Ministers would take place on January 23. “Then there will be a debate in the National Assembly from the beginning of February,” he explained. “We want this text to be voted on before the end of the first quarter so that it enters into force at the end of the summer,” Élisabeth Borne finally recalled.

The detailed calendar of the pension reform:

  • Exchanges with social partners: 3 and 4 January
  • Presentation of the reform: January 10
  • Presentation at the Council of Ministers: January 23
  • Debate in the National Assembly: early February
  • Text Vote: End of Quarter 1
  • Entry into force: end of summer 2023

The scheme of the project has not changed since the re-election of the head of state, which determined to increase the legal retirement age from 62 to 64 or even 65 years. The objective, recalled the Head of State, is “to ensure the balance of our system for the coming years and decades”, and “to consolidate our pay-as-you-go pension system”. In France Info, Élisabeth Borne said that the starting age of 65 was not a “totem pole”.

The President of the Government has also affirmed that the Government will not go “beyond the 43 years of contribution” provided for in the Touraine reform. He added that “the age of cancellation of the haircut will not change: it will remain at 67 years”, although the legal age will probably be raised. Elisabeth Borne did not specify what legal form the reform would take, amending budget text or ordinary bill.
