Age of majority, contribution period, minimum pension: what Elisabeth Borne announced about pensions

Invited this Tuesday to our colleagues from Franceinfo, the Prime Minister stated in particular that the postponement of the legal age of departure to 65 years “was not a totem”.

Scheduled this Tuesday and Wednesday in Matignon, the social partners will undoubtedly learn more about the content of the pension reform that the government must unveil in the coming days. Even before this meeting, Elisabeth Borne brought some details on Franceinfo on Tuesday about this emblematic project of Emmanuel Macron’s second five-year term. Review of the main announcements.

• The reform presented on January 23 in the Council of Ministers

If the pension reform will be announced on January 10, it will only be presented to the Council of Ministers on January 23, Elisabeth Borne announced on Tuesday. The text will then be examined in the National Assembly at the beginning of February, continued the head of government, without specifying whether it will be an amending budget or an ordinary bill.

• The 65-year-old “is not a totem”

The postponement of the legal retirement age to 65, defended by Emmanuel Macron during the presidential campaign, “is not a totem,” Elisabeth Borne also stated.

“We have been 65 years old” but “it is not a totem”, he declared, adding to studying “other solutions that allow us to achieve our objective”, namely, “the balance of the retirement system in 2030”. A few months ago, Emmanuel Macron hinted that the reform could raise the legal exit age to 64 and not 65. In exchange for an acceleration of the Touraine reform that should bring the number of years of contribution necessary to receive a pension complete.

• The government “will not exceed 43 years of contributions”

The government will not touch this 43-year threshold, Elisabeth Borne confirmed on Tuesday. The government will not go “beyond 43 years of contributions for a full pension,” as the Touraine reform already provides, she said. “No one will have to work 47 or 48,” she said. Likewise, “the discount cancellation age (…) will not change, it will remain at 67 years.”

• The minimum pension should only concern new retirees

The revaluation of small pensions, to 85% of the Smic -or about 1,200 euros net- for a complete career, should only worry future retirees. “My priority is that the active people who will have to work a little more are the ones who benefit,” explained the Prime Minister.
