Elisabeth Borne presented the details of the government’s pension reform on Tuesday afternoon. The Prime Minister announced the postponement of the legal retirement age to 64, from the current 62. This increase in the retirement age is associated with an acceleration in the lengthening of the contribution period.
• The legal retirement age was pushed back to 64 years
This was the scenario favored by the government to guarantee the balance of the pension system. The legal retirement age will rise to 64, from the current 62, at the rate of three more months per year, Elisabeth Borne announced.
“We suggest that those who can work progressively longer,” Elisabeth Borne said. “Starting September 1, the retirement age will be gradually raised by three months per year to reach 64 by 2030,” she said.
Emmanuel Macron wished during the presidential campaign that the legal exit age be delayed four months a year until 65 years in 2031. The mixed formula of a postponement of the exit age to 64 years together with an acceleration that lengthens the contribution period was finally favored by the executive.
• 43 years of contributions for a full pension
To benefit from a full pension, you must have worked 43 years from 2027, instead of 2035 as provided for in the Touraine reform.
However, you can benefit from a full pension from the age of 67, even without having contributed all the required quarters. “The discount cancellation age will not change,” said Elisabeth Borne.
• A minimum pension of 1200 euros
Elisbateh Borne also announced the revaluation of small pensions to 85% of the net minimum wage, an increase of 100 euros per month. This represents approximately 1200 euros net.
Responding to a request from the Republicans, the Prime Minister also indicated that she had “decided to integrate” into the project “the revaluation of the pensions of current retirees for all those who have a full career at the level of the Smic.”
• The end of “most” special diets
“We are going to close most of the existing special regimes,” Elisabeth Borne announced, invoking a “question of fairness”. This measure will only apply to new affiliates, who will be affiliated to the general pension scheme.
• Consideration of long runs
Regarding long careers, the Government has also promised an “adapted” system, “so that no one who has started” working early “is forced to work from the age of 44,” according to the Government.
- For those who started working at 14: they can leave at 58
- For those who started working at age 15: 59 years
- For those who started work at 16:60
- For those who started working at 17:61
- For those who started working between the ages of 18 and 20: 62 years
• Taking into account the arduous
In the hardness component, “we are going to create a fund for the prevention of professional burnout endowed with 1,000 million euros,” announced Elisabeth Borne.
“The military and active officials, such as police or firefighters, whose jobs are more dangerous, will be able to continue leaving earlier,” he added. “This will also be the case for caregivers in public service hospitals,” he said.
For the most fragile, “an exit will be maintained at the age of 62 at the full rate for people with disabilities, disability or invalidity”, announced Elisabeth Borne, who. stands for “100,000 people a year.” “Years spent caring for an elderly parent or child with a disability will now be counted,” she added.
Wanting to redress “an injustice in our current system”, the Prime Minister declared that “the quarters that almost 2 million of our fellow citizens spent on community work, the TUC of the 1980s, can finally be counted”.
• A device for the employment of the elderly
“We are one of the countries in Europe where the proportion of people between the ages of 60 and 64 who work is lowest”, admitted Elisabeth Borne, denouncing “the fact of an abusive and discriminatory practice that consists of leaving employees before retirement .
The pension reform will therefore create a public index on the place of employees at the end of their career, which will allow “promoting good practices and denouncing bad ones”.
This system will be mandatory for companies with more than 1,000 employees as of this year, and for those with more than 300 employees as of 2024, he specified.
The Labor Minister, Olivier Dussopt, also announced that a retiree who has a job will be able to request a revaluation of his pension with respect to the contributions related to that job.
