TdC verified 323 public entity accounts in 2022 and targeted 1,783 contracts

In 2022, the Court of Auditors (TdC) audited 323 accounts of public entities, worth EUR 47,000 million, related to 1,783 contracts, equivalent to approximately EUR 6,800 million, and refused approval to 22.

According to the BdP Quarterly Account Verification Bulletin for the fourth quarter of 2022, which includes data collected since January, of the 323 accounts verified last year, with a total value of almost EUR 47,183 million, 274 were approved, 20 were approved with recommendations, 24 were denied approval with recommendations, and five were denied approval without recommendations.

Taking into account only the last quarter of last year, 118 accounts were verified, which corresponds to a financial volume of more than 7,573 million euros.

Of the 118 verified accounts, 105 were approved, five were approved with recommendations, five were denied approval with recommendations, and three were denied approval without recommendations.

In the fourth quarter, some of the TdC’s key recommendations related to local government accounts were: “stricter in the preparation of municipal budgets”, strict compliance with the law in debt settlement agreements and payment terms to suppliers (to avoid interest arrears) , “effective control” of bank guarantees provided by third parties, compliance with public procurement rules and compliance with fiscal rules.

As far as Local Business is concerned, the court advised “more strictness” in submitting maps and accountability data to the TdC and updating the Internal Control Standard, the Management Risk Prevention Plan and the Code of Conduct.

In turn, the Monthly Bulletin of Prior Inspection of the TdC, for last December and for the year, points out that in 2022 the court has granted the visa to 1,783 contracts, equivalent to about 6,800 million euros, and the 22 contracts refused, representing approximately EUR 62 million and less than 1% of the total.

Considering December alone, 175 acts and contracts submitted for prior inspection by the TdC were expressly targeted, amounting to €456 million. In the same month there were no visa refusals.
