Additional 1% pay raises paid to state workers in the months between January and April will not be subject to withholding tax at the IRS, the secretary general of the Front of Unions of Public Administration and Entities with Public Purposes (FESAP) announced this Wednesday. , José Abraão, at the end of the meeting with the Secretary of State for Public Administration, Inês Ramires.

This means that civil servants receive the extra increment without having to deduct for the Tax and Customs Administration. But next year, when the annual tax return is filed, there will be a settlement and these employees may have to pay taxes.

But the additional increase of 1% for the month of May will already be subject to withholding tax. To ensure that this increase actually corresponds to a net salary increase, the government has once again guaranteed that the IRS tables will be updated to accommodate this increase and not harm workers, the union leader said.

José Abraão revealed that “the corrected tables will be known in May and will appear in time for the payment of the increases”. According to the general secretary of Fesap, this tax reduction will be in effect for two months, in May and June, because from the second half there will be a new model of IRS tables, following a marginal rate logic, in line with the qualifying brackets for the annual tax assessment, which will lead to a reduction in withholding.

According to Dinheiro Vivo accounts, if the government does not process the update in May, civil servants with an income of up to about EUR 870 gross per month risk losing up to EUR 12 per month.

With regard to allowances, Fesap also continues to claim an update of the increase from EUR 0.80 in the meal allowance to EUR 6, which will be deducted from the support paid to compensate for accommodation and travel expenses.

Despite the fact that the secretary of state ruled out the possibility of updating the daily allowances, Fesap’s secretary-general stressed at last week’s meeting that “the government is studying this possibility”.

At the moment, and according to the Directorate General of Administration and Public Employment (DGAEP), the values ​​of the daily allowances are 39.83 euros for workers whose gross salary is up to 955.37 euros, 43.39 euros for those who earn between 955.37 euros and 1 424.38 euros, or 50.20 euros for workers with higher wages.

That is, those amounts are deducted from the food subsidy. As aid increased, the final value of per diems will decrease if food aid is deducted.

Overall, the union leader felt that “the agreement is being kept”, even though he considers the additional salary increase of 1% “insufficient”.

José Abraão also warned that there are EPE hospitals (public business entities) such as Amadora-Sintra that do not apply “the salary increases” of 52.11 euros “and the appreciation of careers” which translates into 52 more .11, “to all employees with individual employment contracts”, as stipulated by Decree-Law No. 84-F/2022 of December 16.
