How cybernetics enters the heart of armies and intelligence services

The Minister of the Armed Forces places cybernetics at the center of the new military programming law (LPM) with a budget of 4,000 million euros, triple what it was until then. This effort targets both armies and intelligence services.

War is being prepared with materials and weapons, but now with technologies without which it would be difficult to anticipate, obtain information and make quick and safe decisions.

In an interview in JDDthe Minister of the Armed Forces Sébastien Lecornu, explains the choice to dedicate, with the LPM 2024-2030, an unprecedented budget in cybernetics, not only for intelligence services (DGSE, DRM and DRSD), but also for the Army, the Navy and Air and Space.

This budget will drive innovation for warships with the cyber defense and intervention frigate, submarines, a future aircraft carrier, the Scaf (air combat system of the future) and the armored vehicles of the Scorpion program designed for collaborative combat. Equipment such as the Rafale or the Leclerc tank is also being modernized to enter cybernetics.

Robotics and artificial intelligence

A part will also be dedicated to robotics and artificial intelligence, continuing the Vulcain program, launched in 2021. This experimental project studies human-machine collaboration with ground and air-ground robots.

On May 10, in collaboration with the DGA (General Directorate of Armaments), a demonstration day of Army combat drones and robots will be held at the Beynes military camp.

The ground forces are launching a recruitment program to increase from 10,000 to 15,000 soldiers with cyber skills. The armed forces also have 400 cyber fighters within the Cyber ​​Defense Command (Comcyber) in Rennes.

Cyber ​​experts at the DGSE

Significant efforts will be devoted to intelligence services to pursue the cyber revolution. The budget of the three services, which is around 500 million euros per year, will increase to 1,000 million per year with the new LPM, “that is, more than 5,000 million euros in the period 2024-2030, most of which they go to the DGSE “, specifies the minister. The construction of new ultra-modern premises in Vincennes is not part of this budget.

The minister intends to recruit in numbers for the intelligence services whose workforce will reach 10,000 people by 2030.

On its site, the DGSE is already looking for many experts, including human resources specialists specializing in cyber defense. Here again, the Ministry of the Armed Forces intends to attract experts from the private sector to the ranks of its reservists.
