The government has 10 million euros to stimulate the purchase of electric vehicles

Signed by the Minister of the Environment and Climate Action, Duarte Cordeiro, and published today in the Diário da República, Order No. 5126/2023 continues the support started in 2017 to promote electric mobility and, since 2019, also bicycle mobility.

For 2022, the maximum total allocation for the stimulus remains €10 million, as do the rules for its allocation.

According to the regulation annexed to the decision, in the category of light passenger cars (M1), the incentive to put zero-emission light passenger cars into consumption is 4,000 euros for natural persons who purchase a “100% new electric” vehicle, according to the classification of the Institute for Mobility and Transport (IMT), duly homologated, “and whose first acquisition and registration have been made in the candidate’s name after January 1, 2023.

“Vehicles brought in for consumption via a purchase and sale contract after 1 January 2023 or via a finance lease concluded after that date and with a minimum term of 24 months are eligible, other forms of leasing are not accepted”, the statement states. regulation, which stipulates that vehicles whose final purchase price exceeds EUR 62,500, including value added tax (VAT) and associated costs, are not eligible.

For 100% electric and new light trucks, the support value is 6,000 euros per vehicle, while for new cargo bikes (with or without electric support), the incentive is 50% of the acquisition value including VAT, up to a maximum of 1,500 euros for electrically assisted vehicles. cargo bikes or 1,000 euros for non-electrically assisted cargo bikes.

For electric bicycles for urban use, the incentive is 50% of the purchase price of the vehicle including VAT up to a maximum of 500 euros, excluding bicycles intended for sporting use, namely for cross or mountain circuits, scooters or velocipedes of any other type.

For motorcycles, mopeds, tricycles, quadricycles and other personal mobility aids, if electric, the incentive is 50% of the purchase price including VAT up to a maximum of 500 euros, while for conventional city bikes the support is 20% of the purchase price, with a maximum of 100 euros.

As regards chargers for electric vehicles in multi-family homes connected to the Mobi.E network, the regulation provides for the granting of an incentive amounting to 80% of the purchase value of the charger, including VAT, up to a maximum of EUR 800 per charger , a charger belonging to a parking space, whereby 80% of the value of the electrical installation belonging to the purchased charger (including VAT) can be added up to a maximum of one thousand euros per parking space.

“The incentive is limited to one charger per owner, up to a limit of 10 chargers per condominium/CPE (Delivery Point Code)”, the regulation also defines and also specifies that the incentive is conditional on the charger connecting to the Mobi network. And since the co-owner becomes Charge Point Holder (DPC) at Mobi.E.

The regulation also provides that the incentive includes the payment, by the Environmental Fund, of the Electric Mobility Management Entity (EGME) fee to Charge Point Holders (DPC), for a period of 24 months from the incentive approval date.
