The government wants to turn the page on the pension reform. The bill “for full employment” is presented this Wednesday in the Council of Ministers. With, at the center of the executive’s ambitions, the transformation of Pôle emploi into “France Travail” and the revision of employment support. Also on the program are a series of measures to promote the professional integration of people with disabilities and improve the reception of young children.
After passing through the Council of Ministers, the bill will be debated in the Senate during the first half of July, before continuing its course in the National Assembly.
• Creation of “Obra France”
This is the flagship measure of the bill: the creation of France Travail, which will succeed Pôle emploi, aims to reorganize employment and integration services. A “new support course”, “more personalized”, as well as a “new orientation process” will allow a “faster entry” into the job search course, Matignon said Tuesday during a brief press conference. RSA recipients will now be automatically registered as job seekers with France Travail.
A “France Travail network” will bring together employment, integration and training actors. In addition to France Travail, which will be the main operator, it will bring together the State, local missions (support for young people), Cap emploi (support for people with disabilities), local authorities, as well as organizations and associations for integration. These actors will have to implement a “common base” of procedures to better coordinate their interventions, Matignon said, also referring to a “broad exchange of data”.
• Implementation of a “commitment contract”
Each person registered with France Travail will now have to sign a “commitment contract”. This contract – “personalized” according to the needs of the job seeker, according to Matignon – will include an “action plan” that must define the objectives and the “intensity” of the support. It is within the framework of this “commitment contract” that the 15 to 20 hours of weekly activity can be implemented. But these hours are not formally mentioned in the bill: they can be requested if it is “relevant” to the person in question.
The sanctions regime is also renewed by the bill, in order to make these sanctions “more progressive” and “more fair”, Matignon specified. The RSA payment can now be temporarily suspended in case of non-compliance by the job applicant. Specifically, if you do not meet the targets set by your “commitment contract”, you will no longer be paid RSA. However, the money will not be lost: as soon as you honor your commitments, the locked amount of the RSA will be retroactively paid to you.
• Integration of people with disabilities
The bill aims to improve the professional integration in the ordinary environment of people with disabilities. The recognition of the disabled worker status (RQTH) will now be automatically transmitted to France Travail. A professional project will be determined with the advisers of France Travail, in order to guide the job seeker who is the recipient of a RQTH towards an ordinary company, if possible, or an adapted company. In addition, the text also intends to align the rights of Esat workers (establishment and work assistance service) with those of ordinary workers.
• More places for child care
Early childhood care has also found its place in the bill. To limit this barrier to job search, the government wants to create 100,000 additional childcare places for young children from 2027 to reach 200,000 additional places in 2030. In addition, municipalities with more than 3,500 inhabitants will become the ” organizing authorities” of child care. In particular, they will have to identify needs. An information desk will also be set up in towns with more than 10,000 inhabitants.
