From 7 to 5% unemployment: how the government counts on France Travail to achieve full employment

The Government presents this Wednesday in the Council of Ministers its bill “for full employment” that will be addressed in particular to the beneficiaries of the RSA on occasions far removed from employment.

The government presents its bill “for full employment” on Wednesday, which should give birth to France Travail, successor to Pôle emploi, and establish more personalized and directive support for RSA beneficiaries who have hardly benefited from the drop in unemployment.

The executive is committed to this transformation to achieve full employment, that is, an unemployment rate of around 5% in 2027 (compared to the current 7.1%), targeting people who are far from employment.

Despite the sharp drop in unemployment in recent years and labor shortages in many sectors, the number of RSA beneficiaries has barely decreased since 2017, at around 1.8 million.

In this context, the creation of France Travail, no later than January 1, 2025, aims to better coordinate the actors of the public employment service, which is more fragmented than in other European countries.

It is a matter of having the same entry procedure for all people who are looking for work or encountering integration difficulties, regardless of the door they knock on.

The idea is that a person applying for RSA at CAF is at the same time registered with France Travail, whereas today only 40% of RSA beneficiaries are at Pôle emploi.

The public operator and all the actors (local missions for young people, Cap emploi for people with disabilities, but also local authorities, etc.) will have to work better in a network with connected systems.

Pôle emploi will be called France Travail and will be the main operator of this network. “It is not about making an institutional big bang but about playing collectively,” summarized Elisabeth Borne, while some elected officials denounced, such as the Regions of France, “a recentralization project.”

support course

This automatic registration in France Travail, based on common criteria, will allow “quick entry into the support course” and “visibility on all people seeking work in a territory”, underlines-t-we in Matignon.

Each member of France Travail will sign “a commitment contract”. It is in this context that the renewed support for RSA beneficiaries is being tested in 18 departments with the sensitive issue of 15 to 20 hours of work per week.

For the Minister of Labor, “what is lacking is the support. 350,000 beneficiaries have no follow-up and we are not free from our duty of solidarity with 607 euros” (note, RSA for a single person).

In a survey published earlier this year, 61% of RSA recipients said they had a “professional or social need for help” that was not met.

easier penalty

In this “logic of rights and duties”, the bill facilitates the implementation of sanctions for recipients who do not comply with their obligations.

Before the ax of a radiation – little applied – the adviser will now be able, except for opposition from the president of the departmental council, to suspend the payment of the RSA in case of non-compliance, with a retroactive regularization when the person respects his commitments. again.

The Government wants to “subject RSA beneficiaries to the same control as the unemployed”, “it deeply stigmatizes them”, denounced Sophie Binet (CGT) while for Marylise Léon (CFDT), RSA conditionality “is a red line”. .

To strengthen support, there will be “additional means”, assured Olivier Dussopt, referring to the discussions on the next budget. The report that prefigured the reform quantified its cost “between 2,000 and 2,500 million euros accumulated until 2027”.

The text, which will be examined for the first time in the Senate at the beginning of July, has two other parts: one on disability, which seeks to improve access for people with disabilities to employment in the ordinary environment, and another on early childhood, which recognizes to the municipalities as “organizing authorities” of the reception, with the mission of identifying needs, informing families and building the offer.
