The highlight of a highly symbolic visit, King Carlos III pronounces the discourse of the throne in Canada on Tuesday for the reopening of Parliament, when the country of which is the head of state saw an unprecedented crisis due to Donald Trump’s threats.
The new Prime Minister Mark Carney wants to make this visit, seen as a “historical honor, according to the challenges of our time”, a demonstration of sovereignty against the southern neighbor.
It is to his invitation that the sovereign exceptionally made this trip for this speech, which in principle is pronounced by the representative of the British crown in Canada, the general governor.
Reaffirm Canada’s sovereignty
If King Carlos III will pronounce the speech as if it were a matter of his own words, it was, in reality, written by the Prime Minister’s cabinet, since his goal is to detail the program of the new government of the central left.
This team led by Liberal Mark Carney, a technocrat without political experience, has been in force from the legislative elections of April 28 after a campaign completely focused on Donald Trump and how to deal with his threats.
Therefore, the throne discourse should give clues about the main projects of Mr. Carney, who has sworn to launch the greatest transformation of the Canadian economy since the end of World War II to build a “strong” country.
In a prudent diplomatic language, it must also contain a reaffirmation of Canada’s sovereignty.
“In terms of symbolism, it is extraordinary because it is only the third time that the sovereign reads this speech,” explains Félix Mathieu, a political scientist and professor at the University of Quebec in Outauais.
In fact, Elizabeth II, the mother of King Carlos, only pronounced twice the discourse of the throne during her long reign, in 1957 and the last time in 1977.
“We are not on sale”
“What will be interesting is also everything that will surround the throne’s speech,” he adds to talk about a “message to Donald Trump” to show him that “Canada is not alone in this fight.”
For many Canadians, this real trip has a strong symbolism. And there were many on Monday to hurry in the capital to greet the monarch during his first day.
For Shrikant Mogulala, it is directly a “message in the United States and Donald Trump.” And for these thirty years, “the message is clear: we are not on sale.”
“It’s great for Canada to be here, given the geopolitical circumstances and the current situation of our country,” adds Dave Shaw, a 60 -year -old retired.

Charles and Camilla went to the producers market on Monday, attended an aboriginal dance show and at the beginning of a street hockey match.
On Tuesday, the couple will reach the old station that houses the temporary chamber of the Senate in a ceremonial car drawn by horses of the Royal Gendarmerie of Canada.
The couple will be received by an honorary guard of one hundred people and a military brass band. A save of 21 cannon shots will be drawn when the Canadian flag in the building is replaced by a banner that indicates the presence of the king.
