The minister responsible for health and access to care announced on Thursday, June 12 in France Inter that he was going to “eliminate the numberus Apertus, to train more doctors on June 17”. At the end of 2023, Yannick Neuder, then deputy, presented this bill to the National Assembly. Voted in the process, she is “registered with the Senate order” next Tuesday.
Established in 2020 to replace the numerus clausus, the numerus appetus is “still too restrictive”, had admitted to the minister in March. This “open number”, established every year by Ars, consists in admitting a minimum of students in the second year of Medicine, according to the needs of health professionals estimated in the territory and the reception capabilities of training organizations.
Despite this reform, in a column published in October 2023 in the professional’s magazine, Professor Patrice Queneau calculated that he still lacked “5,000 places in medical universities every year”, in order to act effectively in the shortage of doctors that the country knows.

Make psychiatry more attractive
On Wednesday, the government revealed a plan to try to identify and treat mental disorders better and make psychiatry more attractive. Yannick Neuder recovered in this announcement. “I think there is an urgency to strengthen all the mental health care of the population and particularly the youngest. And do nothing, remain in contemplation would be extremely harmful.”
Among these new trained doctors, we must “make sure to have more psychiatric students,” said the minister. “Each medical and paramedical student can do an internship during their training course in psychiatry,” said Yannick Neuder. The idea would be to go from 500 to 600 interns in psychiatry per year since 2027.
In the mental health of young people, the Minister of Health and access to care insisted on the need to detect the best “young people in difficulty” and to strengthen the training of “national education”, the “associative world” or even the “economic world in companies.”
In terms of financing this plan, the minister stressed “existing budgets for mental health.” But forced to recognize, however, that these “are never enough.”
