PSD and Iniciativa Liberal defended this Wednesday that the procedure regarding the possible dismissal of the members of the Supervisory Board of the Portuguese Republic Information System (CFSIRP) has already started, with the PS expressing an opposing view.
The Committee on Constitutional Affairs, Rights, Freedoms and Guarantees considered a request from Chega to initiate the CFSIRP dismissal process, which was ultimately rejected with votes against by PS, PSD and PCP, IL abstained and the vote for Chega ( the other parties did not participate in the debate or vote).
Discussion focused on the disagreements over whether or not the IL proposal would trigger the process, with the approval of a request from the Liberals asking that CFSIRP members be heard in the 1st committee, which had previously week took place.
Speaking to the PS, deputy Pedro Anastácio stated that for the socialists, the procedure for the eventual dismissal of the members of the supervisory board of the ‘secretas’ was initiated “at no time”, claiming that it would be necessary to appoint a rapporteur after last week’s hearing to prepare an opinion on the possible dismissal.
“The PS has never interpreted that, with the consent of the request [da IL]if you were to start a process”, he stressed, also stating that “there is no new fact that warrants or justifies the opening of the proceedings”.
Mónica Quintela, deputy PSD deputy, had a different view, who considered that the process was initiated by IL on the basis of a request that “was clear” and, after hearing the CFSIRP members, “it remains to make a to appoint a draftsman for the opinion, and then the process follows the procedures”.
The Social Democrat justified voting against Chega’s proposal because she considered it “useless and unnecessary” since “this procedure has already been initiated”.
The acting president, the socialist Cláudia Santos, indicated that according to the committee’s services after the hearing, which took place behind closed doors, “IL’s intention to proceed with the dismissal process of the CFSIRP members had not been manifested” nor “required the appointment of a rapporteur by the IL, an appointment which would be indispensable” for the continuation of the process.
Patrícia Gilvaz, from IL, gave a different version, indicating that at that meeting she said that the party was not satisfied with the clarifications given and that “one should move on” with the procedure that ends with the vote on the resignation proposal.
The committee failed to reach a consensus on this issue and Cláudia Santos indicated that there is an audio recording of the hearing that “the services can revisit”.
Chega’s parliamentary leader stated that the party had made this request on the understanding that “no trial had been initiated” and pointed out that if the document was not valid it would have been refused by the services.
Before the PCP, Deputy Alma Rivera defended that “whoever wants to change something must be on the side of a thorough restructuring” of that parliament-elected body, pointing out that the communists have already put forward this proposal.
Today, the Committee on Constitutional Affairs, Rights, Freedoms and Guarantees approved a request from the PSD to request that the government bill on the statutes of professional associations, which is before the working committee, be circulated in connection with the 1. 1st general work committee, as well as recommending “expanding participation” in the working group set up to analyze the document.
A request by Chega to hear the Foreigners and Borders Service, the Secretary of State for Youth and Sports, the President of the League and the Players Union about the alleged national football trafficking case was also denied.
The PS justified proposing that these and other entities should be heard about this matter in the youth and sports committee, which is “competent to deal with this matter”.
