The PSD will introduce a bill to Parliament on Sept. 30 that lowers the IRS charged this year. The intention was announced this Monday evening by Luís Montenegro at the party’s return meeting in Quarteira, at the traditional “Festa do Pontal” of the Social Democrats.
The chairman of the PSD stated that only taxpayers with the highest incomes (last tier) would not benefit from this proposal. According to him, the social-democratic proposal will include a total decrease of 1,200 million euros in the collection of the tax authorities this year.
Montenegro said the PSD will present “over time” a “global tax reform program for all taxes” but at the same time move forward with five “immediate measures”.
In addition to the reduction of the IRS this year, he wants to insist on a maximum IRS of 15 percent for young people up to the age of 35 when discussing the national budget for 2024; also intends to institutionalize the principle according to which the scales are updated according to the IRS; and also a parliamentary mechanism for controlling the destination of tax surpluses and, finally, a “free” for people and their employers – in the state or in the private sector – in terms of a single social tax (social security contributions ) for those who receive productivity awards. “Whoever works well has an advantage”, that is, “an income that rewards what it means to do well and better than others”, he justified, adding that “a country that rewards merit will be a country with a more competitive one”.
As for the other tax proposals, he included them in an imperative: “Tax wastage must stop,” he said, accusing the government of being “an unnamed immorality” for not being “able to give back what they looking for too much”. Is that – he added – “never in Portugal have so many taxes been paid” and after all this is “the hallmark” of António Costa in the board of the last eight years: “He is the champion of taxes, he is the tax record holder , like no other” and even “consistent” because in terms of tax revenue it “each year beats the previous year’s record”.
As expected, Montenegro had Carlos Moedas on Pontal this year. He took him to the stage, but insisted on equating the mayor of Lisbon with the mayor of Cascais, Carlos Carreiras, treating them equally in the choreography of the “orange” party and treating them equally in the praise for the role they played in the organization of World Youth Day.
He also tried to deliver the internal unity speech in memory of former PSD leaders who have already taken party initiatives under his leadership (Cavaco, Passos, Marques Mendes, Manuela Ferreira Leita) and also ensure that others who are not yet been, will be. “Shooting” in, he assured that he will be in Pontal in 2024 to celebrate the party’s victory in the Europeans.
