Elisabeth Borne announced this Sunday on RTL that she will present “before the end of the month” a plan against bullying, a “scourge” that must “mobilize” all the actors.
“You have to raise awareness and mobilize everyone: students, parents, obviously the educational community but also the police, the gendarmes to collect complaints, justice, platforms. So it is a mobilization of many actors, sectors and that is why I wanted to bring this plan to my level”, explained Élisabeth Borne.
“Obviously it will be implemented by the Ministry of National Education, but I will present it at the end of the month,” said the Prime Minister.

“Really, this bullying is a scourge. There are hundreds of thousands of young people who are victims of it. These young people are living a nightmare, they can really reach despair (…) even suicide.” “We shouldn’t miss out on anything, we shouldn’t think it’s about quarrels between children. Suddenly, that means that everyone mobilizes,” judged Elisabeth Borne.
“From the beginning of the school year we will implement the pHARe system, teams that work on these subjects, even in high school, which was not the case until now.”

And “now we can remove the harasser, even in elementary school, and not the harassed. It is incomprehensible that the student who is harassed should leave his school,” he explained.
A decree issued at the end of August provides that a student responsible for bullying can now be transferred to another school, avoiding imposing this change on the victim. The text also provides for the possibility of sanctioning an author of cyberbullying against a student from another establishment.
