“We know what is going to happen”: on the budget, majority deputies advocate the use of 49.3 in “the first opportunity”

The deputies begin this Monday the examination of the 2023 budget. A text on which the Government should resort to 49.3. It remains to define the right time to draw this article.

The National Assembly is preparing for a week of high tension. The examination of the 2023 budget begins this Monday afternoon in the hemicycle. The oppositions will not support this text.

From the left we criticize the government’s austerity, while the right considers, on the contrary, that there are too many expenses foreseen in this text. “We will vote against the budget, a marker of a policy that we oppose,” also indicated Marine Le Pen, leader of the deputies of the National Association (RN) in the Bourbon palace.

49.3 on “first chance”

Therefore, a use of 49.3 by the government seems inevitable. It remains to assess the timing. A heavyweight of the majority wants this article to be used “at the first opportunity”, on “weekend”. The sooner the text is voted on, the easier it will be to apply the measures it contains.

“Every day we will have the counter increasing, each lost amendment is 10 billion”, our interlocutor stresses.

The same story with Guillaume Kasbarian. The (Renaissance) chairman of the Economic Affairs Committee does not want the debate to drag on. “Since the end of August, the discourse of all the oppositions is to vote against. We know what is going to happen ”, he justifies, before questioning:

“What’s the point of the show when you already know the ending?”

More LR amendments than LFI

And the deputy from Yvelines to address an entry to the elected LR, who helped the majority to approve their texts during the first parliamentary session: “They presented 1200 amendments, [c’est] more than La France insoumise (LFI)! There are more expenses than savings in his amendments, despite the media speeches about a necessary rigor of Olivier Marleix”. Who chairs the group of LR deputies of the National Assembly.

“Our way of defending our amendments has nothing to do with the Nupes. We have the right to modify the expenses and not agree on the distribution with a constant budget”, replies a deputy from LR. The same raises “modifications that will allow us to save 20 billion.” Referring to a formula desired by the Head of State, he specifies the strategy of his people on this text:

“Do the ‘at the same time’ more and more to the right.”

On the majority side, other elected officials are in less of a rush. “Perhaps not”, a 49.3 of “the first obstruction”, tells us a deputy, explaining however that “we should not make withdrawals and stubborn for hours”.

“We are ready to fight”

Another Renaissance MP warns against using 49.3 too quickly. With this scenario, he fears that the parliamentarians of the majority will not have time to defend his amendment and that the Government will not retain them in its text.

As for the deputies from Nupes, they will arrive in the hemicycle with a combative spirit. “There will be great debates, I think, about superprofits, the tariff shield, the situation of local communities,” explains one of them.

“We have prepared the debates well. In the group we are ready to do battle. We had the week of the commission to prepare the weapons. As for 49.3, girl!”, he adds.

Another deputy with a Nupes stamp says that he is ready to vote on “all the advances that go in the right direction”, such as a possible taxation on the use of private planes, for example.
