The Minister of the Presidency stated on Thursday that the Government and the President of the Republic are discussing the content of the new diploma regarding the TAP reprivatization process, with the aim of replacing the decree vetoed by the Head of State.
This position was expressed by Mariana Vieira da Silva during a press conference, at the end of the meeting of the Council of Ministers, after she was asked how the Socialist Executive intends to overcome Marcelo Rebelo de Sousa’s veto on the legislative decree aimed at creating the conditions for the reprivatization of TAP.
“As has happened in previous cases, at a time when we have interaction between the government and the President of the Republic, I will not comment. Today I will not comment, precisely because I respect – and it is necessary to respect – this moment of interaction between the government and the President of the Republic”the Secretary of the Presidency claimed.
On Friday, Marcelo Rebelo de Sousa announced his veto of the government decree that set the conditions for the reprivatization of TAP, asking for clarifications on state intervention, the sale or acquisition of assets and the transparency of the operation.
Shortly afterwards, the Prime Minister, António Costa, wrote in a short note that the government took note of the concerns expressed by the President of the Republic, adding that they would be “duly considered”.
Faced with the insistence of journalists on this issue regarding the reprivatization of TAP, Mariana Vieira da Silva stated that the executive branch will follow the method it adopted in light of the veto of the President of the Republic on the diploma with regarding the careers of teachers.
“It is important to remember that the same thing happened on the issue of teachers, with the government only speaking when it was able to [a apreciação] a new diploma. The President of the Republic has made his announcement and now the interaction will follow. If there are any new developments, I will be here to talk about them and support them, just like the last time the topic came up about the teacher career accelerator.”he declared.
On August 21, the President of the Republic issued the Government Diploma on the Progress of Teachers, which was redrafted by the Socialist Executive after Marcelo Rebelo de Sousa vetoed the first version on July 26.
When he exercised his veto, Marcelo Rebelo de Sousa publicly expressed his disagreement with the central argument put forward by the government for not fully reimbursing teachers’ service time: “There is and cannot be any comparison between the status of teachers, such as health professionals and other careers, even special ones”.
The next day, July 27, the Council of Ministers approved changes to the decree vetoed by the president, and again went to Belém. However, as now, the government declined to detail the changes because they were the result of a “direct interaction.” between Prime Minister António Costa and the head of state.
