OE2024: PS proposes IRS deduction of a portion of costs incurred with domestic workers

The PS has proposed an amendment to the 2024 state budget (OE2024), which provides that part of the costs of paying fees for the provision of domestic services can be deducted from the IRS collection.

“An amount equivalent to 5% of the amount borne by a household member as remuneration for housework is deductible from the IRS collection owed by taxpayers, with a global limit of 200 euros”is the proposal.

The PS explains that it takes into account the costs of paying remuneration to domestic workers who fall under the legal regime of employment relations arising from the domestic service contract as declared by the social security system.

The proposed addition provides for this “the Social Security Institute communicates to the Tax Authorities, through a model to be approved by the member of government responsible for the field of finance, the value of the declared remuneration of domestic workers”.

The PS recalls that the Decent Work Agenda has introduced a series of changes to the domestic services regime.

“The fight against informality, a phenomenon deeply rooted in the domestic services sector, was also a concern, expressly stating that failure to inform social security of the admission of domestic workers is a crime of could constitute a breach of trust, subject to penalties”he says.

This justifies it “While it is true that the mentioned changes constitute relevant models of behavior, the Parliamentary Group of the Socialist Party believes that these modelers could be supplemented with additional incentives for the regularization of the payment of remuneration for domestic services, especially in the field of the IRS”.
