The government this Friday proposed to civil servants unions to reduce the salary development of senior technicians from four to two years, with the calendar and values ​​​​not yet finalized.

“The government has presented the proposal that we can accelerate this progression from a progression that was planned for four years, throughout the legislature, to two years”said Friday, the minister of the presidency, Mariana Vieira da Silva, at the end of meetings with the trade union structures of the public administration held as part of the additional negotiations.

Mariana Vieira da Silva added that no limit has yet been set for the update to be adhered to in the two years in question.

“The government has shown that it is willing to take a path that was made in four years, in two years. That was the commitment we made. Exactly what we will do in 2023 and 2024 is something that is yet to come. has not been completed,” he said. .

The proposal with which the government opened negotiations with the unions includes an annual salary update between 8% and 2%, with a minimum guarantee of 52 euros and a valuation of the career of senior technician and technical assistant and a salary differentiation in the career of the assistants operational, who will have different pay values ​​throughout their careers depending on seniority.

For example, senior technicians will receive an extra salary jump (plus 52 euros), which will be spread in phases over the entire legislature, while technical assistants will see this increase already implemented next year and thus increase by a total of 104 euros.

Last week, however, the State Secretary for Public Administration admitted that senior technicians in the 3rd and 4th positions of the TRU may be awarded that extra ‘bonus’ of 52 euros as early as January 2023.

Another step was taken this Friday, with the minister proposing to unions not to make that extra jump for the remaining senior technicians until the end of the parliamentary term, but in the next two years.

“It was the approach we took today to accelerate to two years what was envisioned in four years in the case of senior technicians,” explained Mariana Viera da Silva, stressing that the government is trying to accommodate with the new proposal. to some of the concerns of the unions, with the aim of reaching an agreement through this negotiation effort that would be “of greater importance for career review and salary update for the next four years”.

The minister also emphasized that the cabinet proposal includes a salary increase that will amount to 1,300 million euros in 2023, “compared to less than 700 million euros this year”.

Mariana Vieira da Silva reiterated that the government’s proposal includes a 5.1% salary update and that its multi-year nature aims to provide some stability in a context of uncertainty such as the one we are currently dealing with.

“The country must make an effort to raise wages” [na função pública] in line with what has been negotiated in the private sector, through the social dialogue agreement, but this growth must be in line with fiscal capacity,” he said, the government remains open to negotiations, but “in a responsible negotiating framework” , which does not lead to objectives such as reducing public debt.
