Firstly, it is necessary to distinguish between the water shortages of North and South and within that between Baixo Alentejo and the South-Western Algarve and the rest of the region. The average capacity of dams across the country currently stands at 80%, with only three in the above-mentioned critical areas below 20%. It is necessary to continue and accelerate the current strategy, from the ambitious National Irrigation Plan to desalination and wastewater use, in addition to the continued focus on innovation to save water and use it more efficiently for its various purposes.
Do you agree to the return of military conscription to solve the huge shortage of personnel in the armed forces?

The so-called ‘water crisis’ – both in terms of quantity and quality – is the result of use
(and abuses) and not just for natural reasons. The situation will therefore worsen if the predatory trend is not reversed and if ‘ethically sound water management systems’ are not developed, as advocated by the UN. It is necessary to combat waste and all inefficiencies and sustainably manage this very necessary and scarce resource. The construction of Alqueva, which was postponed for years, has contributed enormously to the irrigation of the Alentejo. But new solutions must be found
to combat the lack of water due to climate change, especially in the South.
