The president issues votes on mobility and early voting in the European elections

The President of the Republic has issued the decrees of Parliament establishing exceptional regimes for the exercise of voting rights in the field of mobility and early voting in the European elections of June 2024, it was announced today.

The announcement was made in a note on the Internet portal of the Presidency of the Republic.

The exceptional regime proposed by the government allowing mobile voting on the day of next year’s European elections, without prior registration and the right to vote in advance, was approved in the Assembly of the Republic, during a final global vote, on November 30.

The final text, which required an absolute majority of sitting deputies, was approved by all parliamentarians present (192), with the exception of the PCP, which voted against. The only PAN delegate, Inês Sousa Real, was not present.

The proposal provides for an exceptional voting regime for mobility on the day of the 2024 European Parliament elections, allowing voters to vote at “any polling station on national territory or abroad” without the need for prior registration.

This modality will be possible thanks to the use of digital voter lists.

In addition to this type of voting, which can be exercised on June 9, the possibility of early voting remains a week before the elections through advance registration and early voting for hospitalized patients, prisoners and people displaced abroad.

According to the approved text, the voter identifies himself in front of the table, presents his civil ID and checks the table whether he has active voting power and whether he has already exercised his right to vote, on the two computer devices that will be made available in each assembly.

In the absence of a civil identity document, the right to vote can only be exercised “at the polling station where the voter is registered”.

If there is a ‘specific unavailability’ of the system or if there are problems accessing the polling stations, a plan is drawn up to ensure the continuity of voting, through ‘telephone access to an automatic answering system with a level of security and functionality equivalent to dematerialized voter lists. , which ensures the recording of the conversation and the identification of the panel member using the relevant accreditation code”.

Within three months of the European elections, the National Electoral Commission (CNE) will have to prepare a report on participation in mobility voting to be submitted to the Assembly of the Republic.

According to the CNE’s advice, the SGMAI “contracts for an independent audit to be carried out by an entity not related to electoral procedures and to specifically assess the robustness, security and reliability of the dematerialized electoral roll system”.
