The National Group and the New Popular Ecological and Social Union (Nupes) reacted in the same way. After the government drafted article 49, paragraph 3 on the 2023 budget, the two groups filed a motion of no confidence. This provision makes it possible to overthrow the government and, in the present case, reject the adoption of the text.
In their respective justifications, the two main oppositions to the presidential field coincide in criticizing the form. The extreme right thus points to an executive who “has never sought a compromise”, while the left underlines the latter’s “refusal” “to listen to the opposition”. Each returns to amendments voted against the government’s opinion and then not retained by the latter.
A text “as consensual as possible”
That is all that unites the two political groups. Both in terms of substance and strategy, they point out several differences. First, the text of the Nupes is more marked politically than that of the RN, deliberately more vague.
“We are going to work the text well so that it is as consensual as possible,” said Deputy Jean-Philippe Tanguy at the microphone of BFMTV after the use of 49.3 on the budget.
In the motion of the RN it is mainly about taxation and the economy. The deputies of the party of the flame thus underline the “strong deficit of 150,000 million” of the budget, as well as a “historical record of taxes, superior to 45% of the GDP”, according to their calculations. The Government, for its part, assures that there will be no “increase in taxes.”
Finally, the RN returns in conclusion to several “major issues” to which this “budget does not respond in any way”, according to them. Mentioned hastily, without greater precision: “the migratory, security and energy crises” as well as “purchasing power.”
The left leans more towards ecology
The left further clarifies the reasons for its motion. Rather than talking about a deficit, he insists on salary demands in a context of record inflation for decades, the distribution of wealth, social mobilizations or even local communities and local services.
Above all, the left is expanding on an issue not mentioned by the National Association: ecology. The leaders of the Nupes party thus lambast in their text a “finance law marked by climate irresponsibility.” According to them, “it does not contain any important measures to drastically reduce our emissions of greenhouse gases”.
These differences of opinion will be found during the votes this Monday afternoon during the examination of the motions of censure in the National Assembly. RN and Nupes planned to swim in their lane. In principle, the two groups will not vote for the disposition of the other. Enough so that its adoption – already impossible without the votes of the deputies of the Les Républicains party – could not be more illusory.
