After the presentation of two motions of censure by the Nupes last week following the appeals to 49.3 presented by Elisabeth Borne, the socialists, the environmentalists and the communists will not sign the one that will only be presented by La France insoumise. Enough to open a gap in the unity of the left, already undermined in recent weeks.
“The government intends to trivialize 49.3 to turn it into an ordinary management tool. We do not want, at the same time, to trivialize the motion of censure, which must continue to be a solemn act,” said Olivier Faure, first secretary of the PS in the columns of Release this Monday.

The Socialists, however, had signed the previous texts presented jointly by the Nupes, as had all the leftist forces. This device, cited by article 49 of the Constitution, is the main way in which parliamentarians express their disapproval of the executive. If 289 deputies vote in favor, that is, the absolute majority of the National Assembly, it immediately provokes the resignation of the Prime Minister and her government.
To explain this decision, many point to the government’s agenda. The 49.3 should increase even more in the coming days with the return of the 2023 budget to the Chamber and the modification of the Social Security financing bill.
“We are not going to present a motion of censure each time. We could have a total of almost twenty 49.3 between the National Assembly and the Senate. Imagine if we presented a text that, each time, ends in a rejection. It would be ridiculous”, deciphers the deputy of the PS Philippe Brun with BFMTV.com.
“Not the forces to overthrow the government”
Implicitly, it is the credibility of the Nupes that is at stake while the approval of the future motion of censure seems almost impossible. Last Monday, 239 deputies voted for the motion of censure linked to the 2023 budget, far from the necessary 289 votes, despite the support of the RN. A few hours later, the same scenario: the motion related to the Social Security funding bill received only 150 votes.
“We have to be long-term and we cannot say every day that we are going to overthrow the government if we do not have the parliamentary forces to do it. It is not serious,” advances the communist deputy, Sebastien Jumel.
Marine Le Pen’s political coup also weighed heavily in the balance. To everyone’s surprise, the patron saint of RN deputies finally announced in the chamber last Monday that she would vote in favor of the Nupes motion of censure “because only the national interest guides the words and actions” of her elect. The former presidential candidate, however, explained a few days earlier on BFMTV that she would not vote “a priori.”

Some of the anti-Nupes socialists, such as the head of state and Gérald Darmanin, Minister of the Interior, accused the left-wing union of having reached an agreement with Marine Le Pen. The left may have flatly denied it -Cyrielle Chatelain, the president of the environmental group going so far as to speak of “fake news and the Elysée retreat–, the Nupes want at all costs to close this sequence.
“We have no moral lesson to receive from the macronies who have had almost all these texts voted with the voices of the RN since the beginning of the mandate and who have not hesitated to call the Nupes candidates to be beaten against representatives of the RN” says Philippe Brun.
“Freedom of thought” of chosen nupes
On the side of La France Insoumise, we assume the filing of this new motion of censure, returning the ball to Élisabeth Borne. An Ifop survey also seemed to validate this outright opposition. According to the polling institute, 36% of French people consider Nupes to be “the best alternative to the relative majority” of Emmanuel Macron.
“Rather than asking ourselves if the presentation of motions of censure is legitimate, rather we should ask ourselves if it is normal to resort to three 49.3 in a week. And it is a very healthy debate that each one within the left has their freedom of thought” . replies rebel MP Caroline Fiat.
