“Enough of fiscal madness and fiscal mania”: the Assembly votes on the tax on holding companies but the right manages to limit its scope

The Assembly voted this Friday, October 31, on a first measure to tax great wealth aimed at holding companies, whose scope the right has greatly limited, much to the dismay of the left, which is preparing to defend its Zucman tax in the chamber.

This is a victory for the right. Within the framework of the examination of the finance bill (PLF) for 2026, the National Assembly adopted, this Friday, October 31, a first high asset taxation measure aimed at holding companies, whose scope the Republicans have greatly limited. Article 3, which thus provided for the establishment of a tax on the financial assets of holding companies, was approved by 224 votes to 10, after having been significantly modified by an amendment presented by the LR deputy for Hauts-de-Seine and general rapporteur of the PLF, Philippe Juvin.

Thanks to the adoption of this amendment, parliamentarians limited the tax base “only to those assets that clearly cannot be allocated to real economic activity, but are held in the holding company for a single tax purpose.” The leader of Les Républicains (LR) deputies, Laurent Wauquiez, was delighted to “stop the fiscal madness and fiscal mania” of the budget draft. The leftist groups preferred to abstain.

A rate raised to 20% to reinforce the deterrent nature

However, Philippe Juvin’s amendment reinforces the deterrent nature of the tax by increasing its rate to 20%, instead of the 2% initially planned by the Government.

The amendment adopted by the National Assembly finally raises the threshold of ownership of a holding company by a natural person to 50% of the voting or financial rights. “It is about preventing a natural person shareholder from owning 33.33% of the company’s shares, without being able to impose a dividend distribution policy,” explains Philippe Juvin.
