“Returns The Keys”: the Department Council of Charente, having not voted its 2025 budget on Tuesday, April 15, will be put under the prefecture guardianship on Wednesday, a very rare situation for a community of this size.
At the end of March, the latter, for an amount of 615 million euros, had been found during a first vote, due in particular to the abstention of a group of six elected officials of the left majority that had been divided after months of political dissension within the assembly of this territory of about 350,000 inhabitants.
The executive chaired by Philippe Bouty (DVG), therefore, had until Tuesday to present a new copy and vote it, under the penalty of seeing that the Prefect takes control of departmental finances by entering the Regional Accounts Chamber (CRC).
“The only department that does not have a budget”
But at 8 pm, the quorum had not been reached to the assembly, the elected officials of the opposition and the secessionist group had not come to sit down.
“We do not have the quorum and we return the keys to the CRC. It is an incomparable precedent. Tonight, the chantel will be the only department that does not have a budget,” said the president of the department, which uses some 2,000 agents.
He deplored a “attempted Putsch” by the elected officials of the right and Senator PS Nicole Bonnefoy, one of the six elected officials on the left who boycotted the session after having abstained at the end of March.
Philippe Bouty, who had turned the left department in 2021 with a single canton beforehand, quickly saw his left plural to most crack, his criticisms blame him for “prematurely ads” and “sometimes inappropriate behaviors.”
“It is not a problem of anyone but dysfunctions for years, it becomes unacceptable in the long run,” said Bonnefoy, accused of elected officials who have remained in most of whom they counted the chief of the Executive.
“The Prefect will enter the CRC”
The group of secessionists and the opposition, led by the centrist Jérôme Sourisseau, who presided over the Departmental Council in 2020-2021, affirms the resignation of Philippe Bouty since his minority at the end of March, but the latter refused to do so.
“The Prefect will seize the CRC” by Nouvelle-Aquitaine, confirmed the Prefecture to AFP, specifying that this reference would intervene on Wednesday.
The regional financial control agency would have a month to develop a new budget draft and send it to the Prefect, which would then have been carried out for 20 days, with the possibility of making motivated changes.
“A very exceptional situation for an apartment”, even if “there will be no American ‘closing.
