The parties with a parliamentary seat submitted a new record of proposals to change the state budget, having submitted more than 1,800 to parliament by next Saturday.

This is reported on the website of the Assembly of the Republic on the interneta total of 1,816 proposals were submitted to amend the 2023 National Budget (OE2023), a new record after the more than 1,500 proposals submitted in the context of the 2021 Budget.

The number is also above the more than 1,400 proposals submitted in the context of the consideration of the 2022 National Budget.

The leader in the number of proposals is Chega, with 501 amendments submitted🇧🇷 followed by the PCP, with 417. The PAN, on the other hand, came up with 262 proposals, while the largest opposition party, the PSD, put forward 261.

The Bloco de Esquerda in turn presented 154 proposals, Livre 137 and PS 55, with the Liberal Initiative being the party with the lowest number of proposals submitted: 29.

As usual, the proposals cover a variety of topics, from taxes, via salary increases and pension increases, to companies such as TAP and Caixa Geral de Depósitos.

Among the proposals of the PS, which have ensured viability, are the deterioration of crypto-asset operations and the IMI of local accommodation properties in areas of urban pressure or the exemption from stamp tax in residential loan renegotiations.O.

The PSD, on the other hand, proposes, among other things, to expand the IRS deduction for housing costs, to allow municipalities to reduce the collection of IMI to a minimum of 0.1% and to lower the tax on savings in IRS (reduction of the withholding rate of electricity 28% to 10% for savings of up to 100,000 euros) or VAT exemption on the purchase of food for the solidarity sector during the year 2023.

For his part, Chega wants next year a reduction in VAT rates “in general” and a zero rate for essential goods, the “suspension of payment of IMI throughout the year”, and also to reduce the taxation of holiday subsidies and for Christmas next years to avoid.

The Liberal Initiative proposals include a reduction in VAT on energy and food and IRS in the first five tiers, a reduction in IRC rates and the elimination of the state levy, as well as the privatization of at least 50% of the TAP, as well as the sale of the state’s interest in Caixa Geral de Depósitos and RTP.

The Bloco de Esquerda proposes to increase pensions in accordance with the legal formula in force and adjust IRS levels to the rate of inflation and calls for the taxation of excessive profits in banking, energy and retail by the end of the exemptions for operations with cryptocurrencies, the reduction of VAT on electricity and gas to 6% and the clarification that dams must pay IMI.

The PCP proposes a minimum pension increase of 50 euros, “without reductions in relation to the law in force”, as well as the possibility to retire “without penalties” after 40 years of contributions, as well as the creation of a public network of creches and free for all children.

The PAN defends the widening of the social energy tariff “for all people living below the poverty line, the free passes for young and old across the country, the cost deduction with interest rates in the IRS, as well as the reversal of aid to pulp.

The PAN also wants to extend the carbon tax to private jets and bolster funds for animal shelters, proposals the Treasury Secretary said Friday he wants to make workable.

Livre offers, among other things, a national rail pass for 20 euros and a special supplement to the child benefit, which increases the value of benefits by 30%.

The OE2023 proposal was approved in general terms in the Assembly of the Republic on October 27 with only votes for the PS and abstentions from the sole deputies of PAN and Livre.

The final global vote on the diploma is scheduled for November 25, but before that, on November 21, discussion of the document in the specialty will begin in plenary, stretching over the week, with debate in the morning and votes in the afternoon, as usual. .
