“There is no lesson on ecology to receive”: What is Emmanuel Macron’s evaluation about the fight for the weather?

The Head of State emerged in recent days as Cantor of Ecology at the World Conference on Oceans in Nice. However, its action is contrasting, between Frank’s successes, decrease and great disappointments.

Is the wrath of Emmanuel Macron justified? Before the opening of a UN Summit in the oceans, the head of state regretted this Saturday, June 7 that several devices of his first five years were not “synstapated”, of the suspension for a few months of Maprive renewal ‘in the return of the neonicotinoids, these dangerous pesticides for bees.

For the president to return to certain ecological advances he falls into “the historical error that consists of giving in to the time facilities.” “I don’t have an ecology lesson to receive anyone in the political field,” he insisted on the tenant of the elysée with Provence.

The Elysée tenant should defend himself again during an interview this Tuesday night in France 2. His balance sheet, which is in the middle medium, especially since the Government was sentenced twice by justice for climate inaction in 2021 in a context of net acceleration of global warming in recent years.

• What Emmanuel Macron has succeeded

The first year of the five -year term of Emmanuel Macron is marked by a law that provides the immediate prohibition of the new permit for hydrocarbon investigation. Specifically, this means that the research and exploitation of shale gas, a particular mentioned time in Sena-Et-Marne, is prohibited.

Several projects at a dead point for years and considered dangerous for the climate by their opponents are definitely arrested, such as the Notre-Dame-Des-Londes Airport project, the Open Golden Industrial Mine in Guyana or Europacy, an Leisure and XXL center in Parisian suburbs.

Another advance: the obligation of the dining rooms and school companies to serve 2022 at least 20% of the organic products registered in the Egalim Law in 2018 or the prohibition of disposable cutlery in fast food and the prohibition of unique plastic containers in 2040.

Putting its steps in those of the European Commission that points to carbon neutrality by 2050, Emmanuel Macron has tried to promote the purchase of electric vehicles in the ecological evaluation in dispute. In 2022, the Government launched a social lease system that made it possible to acquire an electric car for one hundred euros per month according to specific social criteria.

The thermal and energy renovations of the house have also been strongly encouraged, in particular through Maprimerénov ‘for modest homes, with a certain success. But given the cost of the device and numerous fraud, the Government announced “Pause” Maprimerenov ‘on June 4 before finally announcing its return to the beginning of the school year.

• What Emmanuel Macron tried

Launched following the crisis of yellow vests, 149 recommendations made by the Citizen Climate Convention had been presented to Emmanuel Macron. In the process, the president had promised “present them without filter to the vote of Parliament”, “by referendum” or even “by direct regulatory application” while maintaining “three jokes.”

Dozens of measures have been resumed, but often partially. Interior flights are now prohibited in France, for example, when a train trip less than 2:30 am is possible

But the associations for the weather denounce many exceptions: this rule does not refer, for example, by correspondence flights and many air links remain maintained as Lyon-Paris Charles de Gaulle or Orly Bordeaux.

The prohibition of installing fuel and coal boilers in new homes is also applied after being compensated from winter 2021 to winter 2022.

The fight against land artificialization has also carried out a 50% reduction objective in 10 years. Specifically, the construction of parking or shopping centers is today much more difficult, but only in the case of projects of more than 10,000 square meters. 80% of commercial area projects are below.

As for the request of the members of the Citizen Convention of a moratorium on the immense electronic commerce stores, they are never seen the daylight. The National Assembly collapsed very widely at the end of May the law that restricted the concrete of natural spaces.

Other measures have been discarded, considered too unpopular, such as the speed of the speed on the 130 km/ha 110 km/h road, announcing the most emitting greenhouse gases such as SUV or the prohibition of aquaculture farms in France, very polluting.

Emmanuel Macron had announced in 2022 wanting to launch Metropolitanos in 13 important cities such as Grenoble, Bordeaux, Lille and Lyon. The participation of 700 million euros had been specified by the Head of State in 2023 during ecological planning announcements. At the moment, he has not started any place, due to lack of means. Just in Lille, the president of the Hauts-De-France Region Xavier Bertrand judges that the project will take at least 500 million to leave the ground.

• What Emmanuel Macron didn’t want to do

In November 2017, only a few months after his election, the president launched his slogan “make our planet great again” and announced that there was “asked the government to make the necessary arrangements so that the use of glyphosate was prohibited in France” no later than three years “, in 2021, therefore.

But the promise is not easy to celebrate in an agricultural country such as France, which is among the largest European consumers of this very controversial fertilizer, accused of participating in the disappearance of bees. The International Center for Cancer of the World Health Organization (WHO) classified it as a “probable carcinogen” in 2015.

Finally, in 2018, the Head of State became a casque and explains that “he cannot say that there will be no more glyphsate in 5 years”, due to lack of alternatives and fear of an unfair competition with other countries that continue to use it. This chemist has been prohibited since 2019 in public spaces and gardens of individuals, but is still well authorized in the agricultural world.

In November 2023, France abstained during a vote of the members of the world of the European Union to decide the future of this herbicide, a position of serious meaning. It can be used at European level for all uses until 2033. France continues to prohibit it from individuals and municipalities.

Emmanuel Macron had promised to close all electric coal power plants, this extremely harmful fuel for the weather, at the end of its first five years. There are currently two electric plants still open in Moselle and Loire-Atlantique.

But the Head of State had finally announced in September 2023 that he did not want to close them until 2027. His decision was explained in particular by the strong tensions in the electricity market after the beginning of the war in Ukraine and work in the nuclear fleet, which increased the fear of possible energy cuts in case of closing these energy plants embedded with coal.

EDF finally announced one of its two factories next spring to turn it into “nuclear pipe plant.”

In the middle of the presidential campaign in 2017, Emmanuel Macron had promised to approve the participation of the nuclear of 75% of the combination of energy (the distribution of the various energy sources used by the editor’s note) at 50% by 2025 and replace it with an equivalent part of renewable energy such as solar or wind. This announcement was then in the closure of Fessenheim and more widely more and more aging of nuclear power plants, with very high maintenance costs.

First Flip-Flop in 2019. With the Energy and Climate Law: the objective refers to 2035, due to lack of sufficient preparation to guarantee the supply of electricity without nuclear energy.

Finally, in the middle of the presidential campaign in 2022, the head of state announces that he wanted to relive the nuclear sector with massive investments and the creation of mini-reactors.

In more general terms, France is very late in the development of renewable energy. Emmanuel Macron was presenting 32% of renewable energies in the combination of energy in France by 2030. It was 27% at the end of 2024. If the objective seems tenable, France remains too late compared to its European neighbors, especially in the wind in the sea.
