One day before the presentation of the results of pension recovery, the French are not convinced by these negotiations. Prime Minister, François Bayrou, said on Wednesday, June 25 against the Senate, that he would give the result of his latest discussions about pensions with social partners on Thursday afternoon, launched after the four -month failure of consultations between the latter.
“I will continue working with them (unions and employers, Note) until tomorrow afternoon. And tomorrow afternoon, I will tell the French what we can find as an agreement, “said Prime Minister, who believes that the social partners were” a few centimeters of the success of the conclave. “
According to a new survey “L’Elpin Live”, proof of the Elabe Institute for BFMTV and published on Wednesday, the French especially blame the Government for the difficulties found during these discussions on the reform of the pension of 2023. According to this survey, 63% of the French believe that the Government has an important responsibility in this failure, against 29% of a limited liability and 8% without liability.
Employers organizations are less indicated: 47% of respondents consider that they have an important responsibility in the failure of the conclave, 42% a limited liability and 11% without responsibility. With respect to employee unions, 39% of those questioned believe that they have an important responsibility, 44% a limited liability and 17% without responsibility.
A “negotiation failure”
The idea of this conclave, sought by François Bayrou, was mainly to try to make the pension reform of 2023 less unpopular, which gradually has the legal age of exit from 62 to 64 to 64. By pointing to the financial balance, while a system deficit promises up to 6.6 billion euros in 2030.
This pension reform had demolished the streets in 2023 hundreds of thousands of people throughout France. The main obstacle revolved around the recognition of professional wear and tear: the unions saw it as an opening to the withdrawal outputs, the employers favored other clues, such as the resentment.
For the rest, it was acquired that the retirement age would not move: without surprise, the Medef, the main organization of employers, was inflexible in their maintenance at 64.
“Employers have closed the door to unions, especially in the proposal that employees most exposed to the ardua do not have the same effort to make others,” said Yvan Ricordeau, negotiator of the CFDT Union. “The discussion stops,” he said Monday, announcing a “negotiation failure.”
The conclave had already left the social partners next to the road: the Ouvrière force (fo) Union had turned the heels of the first session. Followed in mid -March of another employee union, the CGT and U2P, artisan employers.
French favorable to government censorship
Faced with this failure, the Socialist Party “will go to the Censorship” of the Government if François Bayrou does not give the last word to the pension, warned the first secretary of the PS, Olivier Faure, at RMC-BFMTV on Tuesday. The conclave was the fruit of an established commitment to the Socialists to avoid a government censorship during the 2025 budget vote. And the prime minister had pledged to present the conclusions before the Parliament.
According to the survey, two out of three French (67%) consider that the approach initiated by François Bayrou was a “political blow” to save time and avoid censorship of the PS. The rest (32% of respondents) see it as a sincere approach to reach a new reform that is more accepted.
Therefore, the threat of censorship is close to the government. Now, more than one in two French is favorable. 52% (+5 points since a survey was carried out at the end of May) of the French desire for the National Assembly to adopt this motion of censure, including 29% (+4) rather and 23% (+1) absolutely. On the contrary, 47% (-5) do not want.
This desire for censorship is mostly among the voters of the left and the RN and is growing strongly among the correct voters (mainly LR): 43% are favorable or 18 more points compared to the end of May.
A referendum after the conclave?
After the failure of the conclave, the French are shared on the pension procedure. However, the privileged track is the referendum (38%), before dialogue between the government, employee unions and employer organizations (23%).
Then comes the resignation of any new reform (17%) and the fact of approving a reform through the parliamentary route (15%). Only 6% of those questioned suggest relaunching a second conclave in the same conditions (6%).
On Wednesday afternoon, Prime Minister’s services announced that François Bayrou will hold a press conference on Thursday at 5 in the afternoon “to draw the conclusion of (SES) exchanges” with social partners on pensions.
