“In these territories where the Republic no longer has its promises, we must recover three things: order, beauty and hope,” said the elected official.
Almost two years after the important disturbances that affected the country after the death of the young Nahel, the objective is that this plan was “debated, developed and reinforced, to feed a large bill,” specifies the elected official.
It includes several dozen measures, divided into three pillars: security and justice, development and housing, and the factory of citizen and republican emancipation.
A municipal police in each district?
Vincent Jeanbrun insists, in particular, the importance of the Local Police, who, according to him, does not have enough powers. Therefore, you want to expand the skills of municipal police officers and allow them, for example, “carry out identity controls” or “look for a person, their effects and their vehicle.” The deputy is also begs to have a municipal police in each district of France.
The parliamentarian also proposes to reduce the criminal majority at age 16, but also “establish the principle of Casseur-Payeur”, that is, to suspend social assistance temporarily to people convicted of “violence against police or rescue, mass degradations, looting or voluntary fires,” specifies. It also advocates the exclusion of the families of criminals from the Social Park.
One of the measures presented to the judges: Vincent Jeanbrun wants them to be chosen, at the departmental level, for a renewable term of 7 years.

The right -elected official also suggests ending social housing for life, so that it is simply “conceived as a step in existence.” It also begs what he calls “an anti-ghetto roof”, having no more than 30 % of social housing per commune. Finally, to avoid “dirty money”, he proposes to prohibit the payment of cash rentals.
In order for all children to benefit from the “same impulse,” Vincent Jeanbrun wants a national public support service to be created. It also recommends that children be educated from two years and have a uniform for high school. Finally, with respect to young people without employment or training, the deputy wants a mandatory professional civic service to be created.
