OE2023: Approved strengthening of housing allowance for displaced scholarship students

Displaced scholarship students who have been unable to find a place in public housing are entitled to an additional allowance for housing, according to a proposed amendment to the state budget approved this Tuesday.

The proposal, presented by the PS, was approved on Tuesday during the state budget vote for 2023 (OE2023), after IL’s vote against and Chega’s abstention and the favorable votes of the other parties.

At issue is the granting of an increase in the housing allowance for higher education scholarship holders who are displaced, with the rule that in these situations they are entitled to support with a “monthly amount equal to the amount of the fee actually paid for the accommodation and proven by receipt, up to the limit of 55% of the Social Support Index (IAS), from January 1, 2023″🇧🇷

The IAS was set at EUR 443.20 in 2022, after it was already publicly stated that it will receive an 8% update in 2023, bringing it to a value of approximately EUR 478.65.

For example, under those conditions, the allowance previously granted to students could amount to 263 euros per month.

The proposal also provides that, in order to bear the costs of this measure, priority will be given to funding, if eligible, through European funds.

Without votes against and with the abstention of Chega, Iniciativa Liberal e Livre, the socialists’ proposal was approved that transfers the budget of the Ministry of Science, Technology and Higher Education in the amount of 1,500,000 euros to the Polytechnic Institute of Santarém for the completion of the works already begun on the residence of the Superior School of Sports in Rio Maior.

On this second day of voting in the specialty, the Budget and Finance Committee also unanimously approved a Socialist Party proposal for strengthening psychological support in educational institutions.

“The government is developing partnership programs between the state and primary, secondary and higher education institutions for the purpose of providing proximity psychological support services and developing strategies to promote mental health”is in the initiative.

Made viable, with no votes against, but with the abstentions of Chega, PCP and Bloco e Esquerda, yet another amendment was tabled by the PS, which envisages that in the course of the year 2023 the government will launch a study on the reality of curricular internships and the expenses incurred by students for their compulsory attendance.

The delegates also approved another proposal to amend the PS on the ESCOLHAS programme, stipulating that the appropriations for this program will be increased by up to 3.7% compared to the 2022 budget and that the new generation of the ESCOLHAS program takes into account the need to expand the scope and dimension of funded projects”.
