Budget 2026: Olivier Faure announces that the PS will propose to the Assembly to introduce the Zucman tax by amendment

The first secretary of the Socialist Party, Olivier Faure, indicated on BFMTV-RMC this Wednesday, October 15 on BFMTV/RMC his desire to reintroduce, through an amendment in the 2026 budget, the Zucman tax or measures aimed at “large fortunes, large assets and large companies.”

The Socialist Party has not renounced the Zucman tax. Guest of BFMTV/RMC this Wednesday, October 15, Olivier Faure announced that the deputies of his political party would propose by amendment the introduction of this tax measure in the 2026 budget.

“In the next few days we will also have a first debate on revenue. What are we doing? Do we accept the idea that, ultimately, we will receive 1.5 billion from the holding companies? This is what the government proposes in its initial copy or do we go towards the Zucman tax, the one we suggested, which would allow us to collect 15 billion,” summarized the first secretary.

Tax increases

If there have already been numerous debates around this Zucman tax, which consists of taxing assets exceeding 100 million euros at a rate of 2% per year, or a total of 1,800 tax households in France, Olivier Faure does not make it a totem.

“We will see [lors des débats parlementaires] who is for and who is against, and then we will have other proposals. If this Zucman tax is not adopted, we will have other proposals,” he added, proposing the increase of several measures, such as the flat-rate single rate, the “single tax”, the exceptional contribution to high incomes, “a whole series of taxes aimed at large fortunes, large assets, large companies.”

In the draft budget presented on Tuesday by the Lecornu government, the creation of a tax on equity holding companiessometimes used to evade taxes. This project plans to raise 14 billion euros of additional income thanks to tax revenue measures and a budgetary effort of about 30 billion euros, according to the opinion issued on Monday by the Higher Council of Public Finances on this document consulted by AFP.
