HATVP has reservations about the recycling of former minister Julien Denormandie

The former Minister of Agriculture was recently hired as “impact director” of the start-up Sweep and will launch his consulting company.

The High Authority for Transparency in Public Life (HATVP) has expressed a number of reservations regarding the professional conversion of former Agriculture Minister Julien Denormandie, who will join a start-up and create his own consulting company.

“Therefore, Mr. Denormandie must observe a very particular caution in the choice of his clients or of the companies in which he will participate, in particular if the latter belong to the sectors of the city, housing, agriculture or the food,” he said in an Aug. 30 decision, made public Monday.

The former minister, who held three government positions related to these issues during the first five years of Emmanuel Macron, wants to “create a company to provide consulting services and take shareholdings in other companies,” announces the HATVP.

An “ethical risk”

Julien Denormandie was also recently named “Chief Impact Officer” at start-up Sweep, which helps companies like Saint-Gobain and JCDecaux measure and reduce their carbon emissions.

As for your consultant, the risk of illegal taking of interests “cannot be excluded,” says the High Authority. It asks him to refrain, among other things, from taking any stake in a company that he was responsible for ensuring control, monitoring or with which he had entered into a contract as part of his duties during the previous three years.

The former minister is also invited to seize this independent administrative authority “before taking on an organization as a client or taking a stake in a company” related to housing or agriculture in the next three years.

The HATVP raises, on the other hand, an “ethical risk” if your company “provided services on behalf of the administrations over which it had competence or at their disposal”.
