Burn: PS Continues Public Land Bank For Land With No Known Owner

The PS will proceed with a project to create a public land bank, aimed at promoting integrated management of land without a known owner, “without colliding with the Constitution” in the area of ​​private property.

This bill will be discussed in plenary in parliament on September 22 and will, according to the PS parliament speaker, “complete the forest reform”, presented by the government in 2017, pushing for a diploma that failed in that legislature because the socialists ruled with a relative majority.

With regard to the rights of owners, the chairman of the PS parliamentary group pointed out that the diploma defines “a period of 15 years of ownership by the state” from the outset.

“Everything will be done in defense of a fundamental constitutional right, the right to private property. But the national territory currently has a series of lands, basically wooded, with a very significant percentage with no known owner”justified.

As for the part of the forest, the PS bank leader began to mention that a registration process is underway, with a “significant” allocation at the Recovery and Resilience Program (PRR) level. And then he emphasized the significant percentage of uninhabited forest land.

“There are those who estimate that a million hectares of forest land has no known owner, there are people who say that 20 to 30% of the land registry in forest areas has land without a known owner. Always respecting private property, we understand that it is is necessary to clean, maintain and aggregate this forest area in order to integrate exploration units that are economically viable”defended the leader of the socialist bank.

Otherwise, according to Eurico Brilhante Dias, neglect “increases the risk of fires and makes it impossible to investigate in a balanced way an important part of fighting climate change”.

“Without viable units, we cannot have people with economic activities in the area. “For the PS, we are faced with a fundamental pillar for the reform of the forest that was left in 2017, after the government’s proposal, of this nature, failed in parliament. Five years passed, we returned to the forest, and we felt that it is imperative that the territory without a known owner is managed through a public land bank, always with respect for private property”he emphasized.

To Eurico Brilhante Dias, “If the owners are not known, if they do not come forward, the state has a duty to take care of that area”.

“We maintain the land swap, another tool in which the private sector and other actors such as municipalities can place their lands for other interested parties to explore at the level of agricultural and forestry dimensions.
