Prime Minister Élisabeth Borne presented to the press on January 23 her wishes for the year 2023. The opportunity for her to defend her government’s action eight months after her arrival in Matignon.
“Some summarize months of work in two figures: 49.3”, lamented the head of government before journalists.
“Actually, I only used it for two texts, and I regret that the filing of motions of censure prevented the debate on the substance of the texts,” defended the President of the Government.
10 appeals to 49.3 since June 2022
Elisabeth Borne has resorted ten times to article 49.3 of the Constitution -for the financing of social security and financing bills for 2023- since the beginning of this XVI legislature. All the motions of censure presented by the oppositions as a consequence of the use of this article have been dismissed.
Article 49.3 of the Constitution allows the Prime Minister to engage the responsibility of the government over a text. It can only be used in a single text during the same parliamentary session, with the exception of finance bills or social security financing bills.
According to an Ifop survey for the Sunday newspaper64% of the French say they are dissatisfied with the Prime Minister’s actions, that is, 5 points more in the space of a month.
