Pensions: these 14 deputies and senators who will decide the future of the reform

An unknown institution in which everything will be played. After the probable vote of the Senate on Sunday night, it will be the turn of the Mixed Mixed Commission (CMP) to get down to work and develop a common version of the pension reform between the two houses of Parliament.

The CMP officially begins this Wednesday, March 15, in the National Assembly at 9 am and is made up of 7 senators and 7 deputies. On paper it represents the balance of power in each of the assemblies, with a cast very favorable to the government.

Very supportive parliamentarians

In the Senate, Catherine Deroche, president of the social affairs committee, René-Paul Savary, rapporteur for the text and Philippe Mouiller, the 3 LR and very favorable to the reform, as well as the centrist Élisabeth Doisneau and the macronista Xavier Iacovelli.

Only the socialists Monique Lubin and Corinne Féret oppose the text within the CMP.

Identical observation in the National Assembly with five deputies in favor out of 7. Thus we find Fadila Khattabi, president of the social affairs commission, Stéphanie Rist, rapporteur for the text, Sylvain Maillart and Philippe Vigier for the majority. Olivier Marleix, president of the LR group in the Assembly, will also be present, in favor of the text. On the opponents’ side are Mathilde Panot (LFI) and Thomas Ménagé (RN).

In other words, out of 14 parliamentarians, only four of them oppose the reform.

The Senate, in favor of the pension reform, in a position of strength

This organ, a classic of all parliamentary discussions, however this time it takes on a special outfit. The deputies did not reach the end of the text, unlike the senators.

“The CMP corresponds to a somewhat classic negotiation between the Assembly and the Senate. This time it will be very different since we will only have our version on which to rely to move forward”, explains Senator LR René-Paul Savary, rapporteur of the text in the Senate.

Suffice it to say that the elected representatives of the Luxembourg Palace arrive in a position of strength and intend to leave several modifications ratified by them in the common version of the text. Beginning with the surcharge on the pension for mothers, from a child in the event of a full career between 63 and 64 years of age, to limit the impact of the reform on women.

“Agreements from the beginning of the five-year period”

However, negotiations have already begun in recent days with exchanges between senators and deputies in favor of the reform, leaving aside the most reluctant elected officials. “We have had no contact, no particular information,” summarizes the socialist Corinne in this way. Féret.

On the side of the macronie, there is a certain serenity.

“We have agreements since the beginning of the new five-year period. There is no reason why we cannot do it this time”, a Renaissance deputy wants to believe.

Towards a 49.3

It must be said that a lack of agreement between the two chambers will be the worst for the government. In this case, the National Assembly would seize the version adopted by the Senate before the bill returns to the Senate Chamber. And in case of disagreement between the two versions adopted by Parliament, it is the deputies who would have the last word.

In the event of a forceful CMP, the most probable option, the version adopted between both chambers would return to the Senate and the National Assembly on Thursday with a very probable 49.3 for the deputies.

With a knife for parliamentarians: the reform must be definitively approved no later than March 26, following the limited term chosen by the government.
