Guest this Wednesday morning on BFMTV-RMC, David Lisnard, mayor of Cannes and president of the Association of Mayors of France, denounced a “true national failure” in the fight against insecurity, which according to him “should not continue to be part of of the French landscape”.

According to him, it is necessary to support the councils, which are “a link in the chain of the security continuum”, in the fight against this scourge.

“We do not have judicial authority, we do not have the right to carry out investigations, the municipal police do not have the right to request papers except at the request of the Public Ministry. The problem is that the more taxes the State collects, the more money it spends. , the more you are failing in your sovereign missions,” he attacks.

“The minority excuse can no longer apply”

For the elected official, this worrying increase in attacks on property and people refers to “a sovereign failure”, but above all to “a problem of decivilization”, among the youngest.

“That’s when a 14- or 15-year-old boy can kill a woman, making fun of killing a bag,” he continues, referring to the violent attack on an 89-year-old pensioner in early September in a Cannes neighborhood. She was discovered inanimate, firefighters had transported her to the emergency room and she has since filed a complaint.

Faced with this type of behavior, David Lisnard believes that “the excuse of the minority can no longer be applied” and that the law should be reviewed to better regulate and punish these acts.

“What we are proposing is that beyond the age of 16, when there is serious physical or moral damage to the victim, there is no longer an excuse for the minority. Below we want a minority excuse that 20% of the sentence is reviewed and not 50% of the sentence. It is necessary to review the ordinance of 45 and above all to avoid the effects of a big announcement”, he concludes.
