PSD National Council meets next week with Statutory Congress on the agenda

The National Council of the PSD will meet on June 15 to analyze the political situation and convene and approve the arrangement of the extraordinary congress, which was announced as statutory for November 25.

The call for the meeting, which will take place at a Lisbon hotel at 9 p.m. this Thursday, was published in the party’s official newspaper, Povo Livre, and takes place on the day that former minister Pedro Nuno Santos is heard in the parliamentary inquiry committee TAP.

Analysis of the political situation, presentation, discussion and vote on the 2022 accounts report and convening and adoption of the Rules of Procedure for the 41st Extraordinary Congress are the three items on the agenda of the third ordinary meeting this year of the supreme body of the inter-congress PSD , who met about a month and a half ago, on April 26.

In early April, the party’s president, Luís Montenegro, announced that the PSD would hold an extraordinary congress on November 25 to review the statutes, which it had pledged to implement during her first term.

At the end of May, and following the suspicions of TVI/CNN reports related to the “Operação Tuttifrutti” judicial investigation, Luís Montenegro announced some points that he would like to see included in this legal review: “a code of ethics for party leaders and representatives “, with associated sanctions, and a proposal for militants to be able to elect the party chairman without having paid the last two annual dues.

On the same occasion, the withdrawal of the political confidence of Deputy Joaquim Pinto Moreira was announced, who decided to resume his mandate without prior consultation with the Directorate (unlike what happened when he was suspended for charges in another judicial investigation), and an “internal inquiry” into the choice of municipal candidates in Lisbon in 2017, conducted by the National Council of Jurisdiction.

In the strategic motion by which he ran for leadership in May last year, Montenegro pledged to “promote a broad internal discussion with a view to modernizing the statutes, which could lead to more internal democracy and openness of the PSD to civil society.” including the proposed reform of the PSD leadership election model”.

As for the legal review, a committee should be set up to receive and discuss the amendments, a process that has not been successfully completed since 2012 in the PSD, then led by Pedro Passos Coelho.

During the tenure of former PSD leader, Rui Rio, proposals were even presented in Congress and the task of legislative review delegated to the National Council, but the process was successively postponed without ever going to the polls.
