Age verification and protection of minors on the Internet: What countries already impose it?

In the coming months, five European countries will test a tool to verify the age of users in social sites and networks. A future application that is not the first in the world.

In the coming months, France, Spain, Denmark, Italy and Greece may offer an application to verify the age of users. A tool that can be integrated into those that already exist, such as the identity of France, and that will be responsible for seeing if a user at the age required to access certain sites, especially pornographic.

A measure that places the European Union as a pioneer in the age verification, with the guarantee of “total control of any other personal information.” Because apart from the old continent, there are many countries to offer a solution.

Abroad, age verification does not avoid abuse

Measures have been taken, for example, in Utah, an American state that imposed Google and Apple to verify the age of users, a measure still far from being applied at this stage.

Also in Australia, since the end of 2025, this need will be imposed to the actors of the network, in particular to navigate on social networks or use a search engine. But, again, everything remains to be done. Australia has not specified the details of its measurement, in particular what tool will be used for verification.

It is in Asia that there are more concrete examples. The first is South Korea. Looking to drastically reduce the game time of minor users, the country had a “digital curfew” until the end of 2021. The law was abandoned ten years after its introduction due to its lack of efficiency.

In China, the regime has taken much more radical measures, essentially possible thanks to its population control tools. Thanks to an identity document, minors are identified and see that their game time is limited to three hours per week. Some games or characteristics are restricted or even prohibited.

In a study disseminated by the University of Budapest, it seems that these restrictive measures really did not prove their interest. In question, according to the researcher Orsolya Kiraly, “players who seek to avoid the rules” and “companies that do not apply them very well.” If Chinese game giants seek to avoid the anger of the authorities, smaller actors often face their own limitation of resources for strict controls.

With its future application, which is currently only a large -scale test, the European Union, therefore, wishes to offer a common base. However, the examples of success are rare, if not non -existent, and ask questions about the future of a medium -term project desired by the Government: the prohibition of social networks to children under 15 years.
