The Cnil approves the Vitale card on smartphones under conditions

The application, which should be generalized throughout the territory between this year and 2026, has just obtained the green light from the Cnil, under certain conditions.

The Cnil, the commission that guarantees freedoms in the face of digital technology, approved on Wednesday the future Vitale card on smartphones, with the condition, in particular, that the user can request the support of his health insurance fund to install the app.

The commission has made public the opinion given to the Government for the deployment of this future dematerialized version of the smart green card, which must be offered to all policyholders before December 31, 2025. This application will be optional and users will be able to continue using the smart card or care sheet to get your rebates.

According to the CNIL recommendations, the user must have “the right to request support from their health insurance organization for the installation of the application.” “A balance must be found between the offer of an innovative digital service, which makes it possible to simplify the day-to-day life of users, and the need not to accentuate the digital divide”, she underlines.

Facial recognition for installation

The Cnil also validates the use of facial recognition for the first installation of the “Carte Vitale” application by the Internet user. But this use of facial recognition must end as soon as possible, as soon as the France Identity app, which proves a person’s identity, is ready. This application is linked to the new electronic identity card (CNIe), currently in the process of being implemented.

The “Vitale electronic card”, which is currently being tested in ten departments, could replace the Vitale card in the doctor’s office. It will allow the Internet patient “to consult her rights, download the necessary documents for her care and follow her reimbursements”, recalls the Cnil. It may also, where appropriate, serve as a means of identification to access digital health services, for example those of a complementary mutual.
