Thierry Breton wants a mandatory warning for all AI-generated content

The European Commissioner for the Internal Market wants to make it compulsory to specify whether the content is generated by AI.

“In this new regulation, and we are the first to do so, everything that is going to be generated by artificial intelligence, be it text -everyone already knows ChatGPT- or images, there will be an obligation to mean that everything that is extracted from these texts or these images have been made by artificial intelligence”, said the European Commissioner for the Internal Market Thierry Breton at the microphone of France information Monday, April 3.

He was referring to the IA Act, a regulation voted by the European Council that aims to regulate the development of artificial intelligence. Currently under discussion before the European Parliament, its vote is scheduled “as of April” according to Thierry Breton, for its application in 2025.

The text so far indicated that certification would be required for all AIs categorized as “high risk”, but the case for generative AIs had not been decided as of the end of March.

In recent days, news footage imagined in the Midjourney software has been massively shared online, sometimes leading to confusion about its nature.

The European commissioner also in charge of Digital says that if a person posts an AI-generated image on social media without specifying it, they will now be subject to legal proceedings.

A hypothetical statement, because in the absence of a requirement for AI software to integrate tracking means, it is sometimes difficult to detect an image created by an AI.

“There are many very positive innovations in artificial intelligence, this obviously can be assisted vehicles, everything that will allow reading radios with greater precision in the field of health, assistance also, in robotics,” the European commissioner also acknowledged. “There are many very positive things, but there are also other very dangerous ones.”

The European Union also plans to invest 10,000 million euros of its budget in AI between 2014 and 2027, and its AI 2021 plan intends to dedicate 20,000 million euros per year for ten years, in public and private investments.
