The “Caivano Decree”, which is named after the city near Naples (south) with serious problems of crime and neglect and where the recent rape of two cousins ​​aged 10 and 12 by a group of minors shocked the country, also punishes with parents who do not send their children to school face prison sentences.

“We are giving a signal on very complex issues, we are giving a signal on issues that are difficult to resolve,” said Italian Prime Minister Giorgia Meloni.

The most important measure is the reduction of the limit of preventive detention from nine to six years, although the Government has not lowered the age of imputability of minors, something that has been advanced by the vice president of the Executive and leader of the Italian League, Matteo Salvini. , had required.

Nordio also referred to the measures adopted against parents and those who exercise parental authority, because the origin of crime “many times lies in the lack of civic sense of families,” recalling that it has become a crime not to attend school and that parents who do not take their children to the educational establishment will be punished with prison sentences.

The decree also introduces an increase in the penalty for minor drug trafficking, with the arrest of the young man in flagrante delicto, according to the Italian Minister of the Interior, Matteo Piantedosi.

One of the most anticipated measures, the prohibition of minors’ access to pornography portals, considered a source of violence and crime, as in the case of Caivano’s rape, was not approved because, as Meloni recognized, it is an issue in which privacy is complicated. Decision making.

“Facial recognition of minors is necessary and there are complex dynamics with privacy,” explained Meloni, who highlighted the words of the Italian Minister of Family Affairs, Eugenia Roccella, who commented that the age of first access to pornography is between six and seven years. years, according to experts.

The decree also creates a Special Economic Zone for the south of the country, as well as the allocation of funds worth 45 million euros to the island of Lampedusa (Sicily), considered the gateway for irregular immigration to the country.
