Ukraine: New law allows Putin to control assets of people and companies from enemy countries

The Duma, the lower house of Russia’s parliament, on Wednesday approved a bill that would allow the head of state to impose external rule over the assets of people and companies from countries considered hostile.

The project, which still requires approval from the Council of the Russian Federation (Upper House), gives the status of law to a decree of Russian President Vladimir Putin of April 25, in response to a freeze on Russian assets abroad as a result of the war in Ukraine, which started in February 2022.

The new legislation stipulates that the head of state will be able to determine how people under Russian jurisdiction should fulfill their obligations towards foreign states considered hostile.

The new diploma also stipulates that the Russian president can establish temporary administration over movable and immovable property that people from countries considered hostile have in the country.

According to the draft law approved on Wednesday, the head of state can also impose a special procedure for the seizure of funds in cash or shares.

Russian daily Vedomosti reported on Wednesday that Taimuraz Bolloev, president of Russian brewer Baltika, proposed to the director of the Federal Property Management Agency, Vadim Yakovenko, the nationalization of the company, owned by the Danish group Carlsberg and currently under provisional administration . .

On October 31, the director of Danish brewer Carlsberg, Jacob Aarup-Andersen, accused the Russian government of “stealing” his company, noting that he was able to reach an agreement because the state had taken control of his company. assets.

“There’s no doubt that they robbed us of our business in Russia, but we’re not going to help them make it look legitimate, it’s as simple as that.”said Aarup-Andersen.

Carlsberg, which announced its departure from Russia in March 2022 due to the war in Ukraine, announced the sale of subsidiary Baltika at the end of June, without disclosing the buyer, a deal that was conditional on Russian government approval.

In mid-April, Putin signed a decree authorizing the government to temporarily take control of Carlsberg’s assets, subsequently breaking the agreement that allowed Baltika to produce and sell its products in Russia.
