The South Korean army believes that the destroyer could have developed with the help of Russia, with whom North Korea has approached in recent years, sending thousands of soldiers to help Russian troops to reconquer the Koursk region, partially taken by Ukraine.

The two countries signed a mutual defense agreement on the occasion of a rare visit by Russian President Vladimir Putin in North Korea last year. Pyongyang and Moscow also recently announced that they had begun to build the first road bridge that connects the two neighbors.
