Towards a peace in Gaza? This Monday, September 29, the president of the United States, Donald Trump, published a 20 -point plan with the aim of ending the war in the Gaza Strip, pointing to Tsahal’s mortal attacks after the attack on October 7 perpetuated by the Islamic Palestinian Islamic movement Hamas in Israel.
The proposal presented by the White House establishes the “immediate” end of all military operations (bombing and artillery), once the conditions accept both parties.
Convinced, Israeli prime minister, Benjamin Netanyahu, already said he supported this agreement, reserving the right to “finish the job” with weapons if Hamas rejected the proposal of the states or violated the terms. BFMTV takes stock of the various clauses provided by Washington.
• Hostage release
The public acceptance of the Israel and Hamas plan will have to allow the release of “all hostages, living or deceased”, within 72 hours after adherence to the agreement, specifies Washington.
Once all hostages have been released, Israel undertakes to release 250 prisoners sentenced so far to perpetuity, as well as 1,700 Gazaouis held after the attack of October 7, 2023.
It is only these two conditions that Hamas members can benefit from an “amnesty.” In return, each of them will have to commit to respect a “peaceful coexistence” and leave their arms.
• Humanitarian aid rental
The plan presented by Washington establishes the routing of humanitarian aid in the Gaza Strip, whose distribution will be made only through the United Nations and its agencies, such as the Red Crescent, as well as other international institutions not associated with Hamas or Israel Palestines.
The United States also evokes the reopening of Rafah’s passage, objectives of the Israeli army last May.
Infrastructure destroyed by bombings will also be rehabilitated in water, electricity and sanitation networks.
The World Health Organization had warned about the critical situation of hospitals in Gaza, “on the edge of collapse” due to the lack of vital supplies. In May, at least 94% of all hospitals in the Gaza Strip were damaged or destroyed.
• Reconstruction and economic development
A “Trump” Economic Development “plan” will be created to rebuild and energize Gaza “around a panel of experts” that contributed to the birth of some of the flourishing modern cities of the Middle East, “says Washington.
Investment proposals and real estate projects have already been developed by international groups, according to the White House. They will soon be examined to create jobs and “opportunities.”
“Gaza will be rebuilt by its inhabitants, who have already suffered too much,” Washington wrote in his plan.
Although Benjamin Natanyahu had said, last August, “authorize” Gazaouis’s emigration abroad, the United States said that “no one will be forced to leave Gaza.”
“Those who wish to leave will be free to do so and return. We encourage people to stay and offer them the opportunity to build a better gaza,” Washington said.
• Palestinian committee in power, chaired by Trump
Gaza will be governed by a “apolitical” Palestinian committee, composed of “qualified Palestinians and international experts.” This Peace Committee will be administered and chaired by President Donald Trump, with other members and heads of state, including former Prime Minister Tony Blair.
Its objective is to establish a framework and manage the financing of Gaza’s reconstruction “until the Palestinian authority has completed its reform program,” Washington said.
The United States will also have the responsibility of establishing “a dialogue” between Israel and the Palestinians to agree “of a political horizon for a peaceful and prosperous coexistence.”
With regard to the presence of the Islmanic movement of Hamas, he “and the other factions undertake not to play any role in the Gaza government, directly, indirectly or in any way,” he insists on Washington, which evokes a “gaza demilitarization.” “Gaza will be a de-translated and freed area of terrorism, which will not represent a threat to its neighbors,” he is still reading in the plan.
If Hamas Palestine has not yet responded to Donald Trump’s proposal, the Palestinian authority welcomes the “sincere efforts” of US President to end the war in Gaza. After supporting Donald Trump on Monday, Prime Minister Benjamin Netanyahu said that Israel “will remain in most” of the Palestinian territory.
