In the Kyiv suburb of Bucha alone, where hundreds of bodies were discovered after the Russian army was driven out in March, investigators have documented the deaths of 73 civilians and are working to substantiate 105 more cases.
“We have strong indications that these documented summary executions could constitute a war crime: intentional homicide,” he argued. “In some cases, Russian soldiers executed civilians in makeshift detention centers,” he said.

“Others were killed on the spot after a security check, at the entrance or inside their homes or in their yards, even when the victims raised their hands and did not pose a threat,” the High Commissioner continued.
Men and boys make up 88% of all victims, “suggesting they were targeted primarily because of their gender.”
In addition, Russian armored vehicles fired on buildings and killed civilians in their homes.
Many diplomats took the floor to express outrage over the report’s findings and continued human rights abuses in Ukraine.
