UN High Commissioner for Human Rights Volker Turk called the legislation “among the worst of its kind in the world”. According to him, it would be a “carte blanche” for the “systematic violation” of human rights and would fuel social hatred.
The United Nations had already noted an increase in hate speech against the LGTB population and repeated a study by a civil society group that reported more than 110 incidents against this community in February alone, from arrests to deportations, including sexual abuse and public harassment.
Museveni stressed at the Entebbe conference that “broken families create homosexuals” and that homosexual unions are not genetic or hormonal, but respond to “psychological” problems and that these relationships are “inhuman”.
“They should be banned altogether,” he said, also questioning sex education.
“Children are children. How dare they invade their childhood and teach them questions about adulthood,” he said, adding that “anyone who proposes marriages between people of the same sex is trying to destroy all of humanity from the face of the earth.” .
The Ugandan president also congratulated Ugandan MPs for passing the anti-LGBT law and pledged not to allow “the promotion and publicity of homosexuality”, which will not be “tolerated” in the country.
