Russia passes law to prevent flight of mobilized from war

Russia’s Chamber of Deputies (Duma) on Tuesday passed a law banning those mobilized for the war against Ukraine from leaving Russia.

The law applies to recruits and reservists from the moment they receive the notification until they report to the recruitment centers, according to the Spanish agency EFE.

The Russians have two weeks to report after being notified of the mobilization.

If the mobilized person does not show up within 20 days, they will be temporarily prevented from driving, buying real estate or applying for bank credit.

From now on, the military can send notifications not only in writing, but also electronically to the citizen’s personal account on the public services portal.

Although 394 deputies approved the law and only one abstained, the communists complained that they had received a document containing hundreds of pages of amendments shortly before the vote.

Duma President Vyacheslav Volodin called on all deputies to support the amendments without discussion, EFE said.

The law’s authors said it aims to correct mistakes made during the partial mobilization ordered by Russian President Vladimir Putin in September 2022, which forced hundreds of thousands of Russians to flee the country.

“In our opinion, these amendments will contribute to social justice. Service in the armed forces is not only a sacred duty, but an honorable constitutional obligation,” said Andrei Kartapolov, co-author of the law.

The diploma also creates a unique electronic record of those of military age, so no one can claim they don’t have a record of receiving the official notice.

Although the notification is supposed to be delivered a week after registration, according to EFE, this has not prevented some Russians from already canceling their registration on the public portal.

Kremlin spokesman (presidency), Dmitry Peskov, today denied that the passage of this law paves the way for a second mobilization.

Peskov said the law is directly related to the modernization of military registration.

In September 2022, seven months after ordering the invasion of Ukraine, Putin called up 300,000 reservists for a partial mobilization.

The number of victims of the parties to the conflict in Ukraine is not known, but several sources have admitted that it will be high.

The Russian invasion of Ukraine on February 24, 2022 sparked a war that plunged Europe into the worst security crisis since World War II (1939-1945).

Ukraine relies on its Western allies to supply it with weapons to fight Russian troops.

Kiev’s allies have also imposed successive economic sanctions on Moscow to try to reduce Russia’s ability to fund Ukraine’s war effort.
